## The fact

On 30 July 2017 Venezuelans were called to elect a National Constituent Assembly convened by Maduro. Opposition parties boycotted. CNE announced a turnout the opposition and later independent reporting disputed. The ANC then sat as a superordinate body over the 2015 [National Assembly](/organizations/national-assembly).

## Context

TSJ March 2017 sat as parent. Neighbouring protest deaths are the same season. He did not sit as every CNE machine.

The President of Venezuela heads the national executive, commands FANB as commander-in-chief, appoints the cabinet, and can request enabling laws.
