# OHCHR documents lethal force in the April–July 2017 protest wave; UN FFM later uses reasonable-grounds language

Date: 2017

## The fact

From April to July 2017, after the TSJ crisis, protests against [Maduro](/people/nicolas-maduro)’s government met a security-force and colectivo response. OHCHR documented human-rights violations in that window, including deaths. The UN Independent International Fact-Finding Mission later found reasonable grounds to believe that crimes against humanity were committed in Venezuela in that period. Reasonable grounds is not a conviction.

## Context

TSJ March 2017 sat as parent. Neighbouring ANC 30 July is the same week’s political instrument. He did not sit as every National Guard unit.

TSJ 29 March is the parent. ANC 30 July is a neighbour. ICC 2021 is a later docket child.

The President of Venezuela heads the national executive, commands FANB as commander-in-chief, appoints the cabinet, and can request enabling laws. He does not write an OFAC designation, an ICC Pre-Trial Chamber decision, or a Colombian migration statute. A CNE announcement is not an opposition acta and is not a Carter Center finding. Those three statuses stay on separate rows. An ICC investigation is not a conviction. An IMF figure is labelled as an estimate where BCV stopped publishing. Sanctions after 2017 and 2019 are an external causal factor; they do not erase the pre-2017 PDVSA-and-policy collapse.

## Evidence and sources

OHCHR carries the official instrument or communique. Human Rights Watch records the same dated act independently.

## Significance

## What is established and what is not

Established: April–July 2017 protest repression independently reported; OHCHR contemporaneous report; later FFM reasonable-grounds language as an international finding.

Not established: a unique unofficial total beyond the named sources, or that the FFM language is a completed criminal conviction.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

SEBIN, PNB, GNB, and colectivos share the street file. OHCHR and the FFM wrote findings, not verdicts.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies OHCHR documents lethal force in the April–July 2017 protest wave; UN FFM later uses reasonable-grounds language, not a later speech about OHCHR documents lethal force in the April–July 2017 protest wave; UN FFM later uses reasonable-grounds language.

Co-authors and later implementers named in Context remain on the file. OHCHR documents lethal force in the April–July 2017 protest wave; UN FFM later uses reasonable-grounds language on 2017-07-31 is not a licence to treat every later OHCHR communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average OHCHR documents lethal force in the April–July 2017 protest wave; UN FFM later uses reasonable-grounds language into a personality. The contribution described on this Person row is limited to He owned the executive and FANB political weather. SEBIN, PNB, GNB, and colectivos share the street file. OHCHR and the FFM wrote findings, not verdicts. That limit is the alternative to treating office-holding as authorship of every later series.
