# Andrej Plenković

## Identity and office

Andrej Plenković has been Prime Minister of Croatia since 19 October 2016. The Sabor confirmed a third cabinet on 17 May 2024. He remains in office on 4 September 2026. The constitution gives the office agenda power and the right to propose ministers. It does not give him a personal statute book. EPPO investigates. Extraordinary administrators run companies.

He is not a Ukraine co-belligerent on this catalog. ukraine-war is not minted and is not attached. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.

The Agrokor file is official. In early April 2017 the Sabor passed the Law on Extraordinary Administration in Companies of Systemic Importance for the Republic of Croatia after Agrokor could not service suppliers. Reuters recorded the completed statute and the government’s claim that tens of thousands of jobs were at stake; that jobs integer is not stored here as a unique measured size. Martina Dalić, economy minister, later resigned over the Borg/Hotmail drafting controversy. Ante Ramljak, the first commissioner, also left. Plenković remained the only senior government figure who “survived” the whole file, as later Croatian press put it. Dalić and Ramljak are unresolved.

The coalition file is dated. After the April 2024 parliamentary election, POLITICO recorded on 9 May that he announced 76 signatures for a “new and stable” government with the Homeland Movement, a national-conservative party founded by Miroslav Škoro ([POLITICO](https://www.politico.eu/article/croatia-forms-far-right-government-homeland-movement-croatian-democratic-union-andrej-plenkovic/)). On 17 May 2024 the Sabor passed a confidence vote. OSW recorded that the cabinet excluded the Serb SDSS, unlike the previous arithmetic, and that Homeland Movement took economy-adjacent ministries ([OSW](https://www.osw.waw.pl/en/publikacje/analyses/2024-05-21/croatia-plenkovics-third-government-and-a-turn-to-right)). Škoro is unresolved. A far-right coalition is the stored price of a third term, not a civic rebate of euro accession.

The Beroš file is dated. On 15 November 2024 health minister Vili Beroš was dismissed after an EPPO investigation into corruption in public procurement. He had been in the third cabinet since 17 May 2024. He is unresolved. This page does not convert an EPPO search into a completed personal conviction of the prime minister. It stores the dismissal as patronage-adjacency on a longevity cabinet.

Zoran Milanović is the live dual-executive counterpart, including the June 2026 Paris-parade army quarrel. That quarrel is neighbouring on Milanović’s page. It is not duplicated here as a twin Fact.

## Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. Euro adoption on 1 January 2023 and Schengen on 1 January 2023 are neighbouring accession acts. They are not stored as a rebate of Lex Agrokor. A 6 December 2024 no-confidence ballot that he survived 76–64 is neighbouring procedure, not a welfare miracle.

## Contributions and limits of responsibility

He chaired the cabinet that sent Lex Agrokor to the Sabor. He bound HDZ to the Homeland Movement arithmetic. He dismissed Beroš. He does not sit as EPPO. He does not sit as Fortenova’s later board. Sharing a coalition with Homeland Movement is not a reason to drop 17 May 2024. It is a reason not to treat every DP agriculture file as his unique authorship.

## Causal chain through facts

7 April 2017 strengthens plenkovic-hdz-longevity as extraordinary administration. 17 May 2024 completes the third-cabinet far-right price. 15 November 2024 records the EPPO-adjacent dismissal. None of those dates hangs on ukraine-war, territorial-revisionism, [state-repression](/drivers/state-repression), or Glavlit [media-freedom](/drivers/media-freedom).

## What the score does not say

This page does not promise an exact number. Direction on this chain is negative: a completed Agrokor statute, a Homeland Movement coalition, and an EPPO-adjacent minister dismissal. It does not say he was convicted with Beroš. It does not invent a unique jobs integer or a unique later Fortenova coefficient. A later genuine personal judgment or a cabinet without that coalition price would be a different fact with a different date. Vili Beroš remains a name on this file, not an invented biography.
