# Anura Kumara Dissanayake

## Identity and office

Anura Kumara Dissanayake has been president of Sri Lanka since 23 September 2024. He was sworn before Chief Justice Jayantha Jayasuriya at the Presidential Secretariat. Harini Amarasuriya, named prime minister on 24 September, is unresolved. Ranil Wickremesinghe, the predecessor whose IMF programme this office kept, is unresolved. This run does not mint them.

The presidency is executive. It can keep finance and authorise a bond exchange. It cannot write an IMF board minute. That limit is the first fact about his 2024 power. The second is that campaign rhetoric against the Wickremesinghe programme did not survive contact with the bondholders.

The ISB file is dated. On 26 November 2024 the Ministry of Finance launched a bond exchange of outstanding international sovereign bonds totalling approximately USD 12.55 billion as of 25 November. Campaign speeches had promised to reopen the Wickremesinghe agreements. In office he retained the officials who had negotiated them. Economists and later UN human-rights commentary recorded a haircut below recommended minima.

IMF primary-surplus conditionality is neighbouring household cost. Crisis Group recorded that the NPP embraced the programme it had criticised, leaving little fiscal space for the relief voters had been promised. A Fund programme is recorded. It is not plus-padding of 25 November.

A 2026 $2.5 million wrongful-payment allegation involving the finance ministry is not stored as a completed judgment. That is a completed competitive transfer after 2022’s extra-parliamentary rupture.

He took the 23 September oath. He kept finance on 24 September. He authorised the 25 November launch. IMF staff and inherited officials share the programme file. Sharing is not a reason to drop the U-turn row. 2022 Aragalaya is not converted into his Contribution.

23 September 2024 strengthens capacity for peaceful transfer via a completed competitive oath. 26 November 2024 strengthens the NPP-IMF presidency as an ISB U-turn. He is not a Ukraine co-belligerent. He connects to those mechanisms only through dated facts, not as a tag on a personality.

This page does not promise an exact number. Direction on the ISB/IMF cluster is negative relative to campaign rhetoric. Direction on the oath is positive as a completed transfer.
