# Benjamin Netanyahu

## The power he actually held

Benjamin Netanyahu has been prime minister of Israel since 29 December 2022 after earlier terms in 1996–1999 and 2009–2021. The Knesset writes statutes. The attorney-general prosecutes. The IDF plans operations. He is the political principal, not every bombardier.

As of August 2026 he remains in office. The 25th Knesset completed a full term; a general election is set for 27 October 2026. That vote is not this page’s completed Fact.

## What went wrong, and what is proven

The sharpest security cost that is dated and named is [7 October 2023](/facts/ps-gaza-war-2023): Hamas and allied factions killed about 1,200 people in Israel and took hostages. He was prime minister. He did not write Hamas’s order. Preparedness and the subsequent campaign are his file. The [27 October 2023 ground expansion](/facts/il-gaza-ground-2023) is a completed IDF-and-cabinet instrument. [Rafah, May 2024](/facts/il-rafah-2024) is a completed southern offensive. The [World Central Kitchen strike](/facts/il-wck-2024) is a completed IDF killing of aid workers the army later admitted. The [Knesset UNRWA ban](/facts/il-unrwa-ban-2024) is a completed statute.

[ICC Pre-Trial Chamber I’s 21 November 2024 warrant](/facts/il-icc-warrant-2024) alleges war crimes and crimes against humanity. He rejects it. A warrant is not a conviction. Store both. [Protective Edge 2014](/facts/ps-gaza-war-2014) is a completed earlier Gaza war on a previous term.

At home the [4 January 2023 judicial-overhaul launch](/facts/il-judicial-overhaul-2023), the [24 July 2023 reasonableness clause](/facts/il-reasonableness-2023), the [2018 nation-state basic law](/facts/il-nation-state-2018), the [2019 indictment](/facts/il-corruption-indictment-2019), the [2022 far-right coalition](/facts/il-coalition-2022), and [Civil Administration powers transferred toward Bezalel Smotrich](/facts/il-smotrich-cao-2023) are dated. The [Jerusalem embassy opening](/facts/us-fact-jerusalem-embassy-2018) is a completed US-and-Israeli status act with a polarising cost. In August 2026 he [rejected a Board of Peace disarmament-and-withdrawal roadmap](/facts/il-bop-reject-2026) while a ceasefire from October 2025 still sat, incomplete.

## What improved, and how far

[Abraham Accords, 15 September 2020](/facts/il-abraham-2020) and [Morocco, 10 December 2020](/facts/us-fact-abraham-accords-morocco-2020) are completed normalisation instruments. [Iron Dome’s first intercept](/facts/il-iron-dome-2011) is a completed defensive system in use. [Leviathan first gas](/facts/il-leviathan-2019) and the [2018 Egypt export deal](/facts/il-egypt-gas-2018) are dated energy instruments. [COVID vaccination from 19 December 2020](/facts/il-covid-vax-2020) is a completed rollout. [Wye 1998](/facts/il-wye-1998) and [Hebron 1997](/facts/il-hebron-1997) are completed interim texts from the first premiership. The [2003 finance-ministry reform](/facts/il-finance-2003) is a dated fiscal-and-labour package. The [2016 US military-aid memorandum](/facts/il-us-mou-2016) is a completed ten-year financing instrument. [Sudan normalisation, 23 October 2020](/facts/il-sudan-2020) is a completed Abraham-cluster announcement. Later [Lebanon ceasefire, 27 November 2024](/facts/il-hezbollah-ceasefire-2024), [January 2025 Gaza pause](/facts/il-gaza-ceasefire-2025-jan), and [10 October 2025 Trump-plan ceasefire](/facts/il-trump-ceasefire-2025) are dated pauses, not a unique reconstruction coefficient. The [1996 first premiership](/facts/il-first-term-1996) is a completed rotation into office.

## Shared responsibility, and what the score does not say

The score does not say that every Gaza death is a personal homicide count. It does not say that Abraham Accords rebate 7 October. It does not convert an ICC warrant into a Hague verdict or an Israeli indictment into a conviction. Confidence is high on Knesset and PMO texts and on the ICC warrant page, and medium where IDF operations, Hamas, and later casualty series sit between a cabinet hour and a welfare indicator.

Related people are counterpart rulers and adversaries who actually shared files: Abbas, Trump, Biden, Guterres, Sinwar, Haniyeh, Nasrallah, MBZ, [Mohammed bin Salman](/people/mohammed-bin-salman), Sisi, Abdullah II, von der Leyen. Related news and analysis are the Gaza, ICC, Abraham, and Hezbollah cluster already in production.

Official carriers include the Prime Minister’s Office (https://www.gov.il/en), the Knesset, the ICC (https://www.icc-cpi.int/), and UNISPAL.

A prime minister is powerful enough to own those decrees. He is not powerful enough to be the unique author of Hamas or of an ICC chamber, and the dossier keeps that line visible. Keep 7 October off an Abraham signing. Keep a warrant off a vaccine. Keep Smotrich off Iron Dome. If those distinctions feel pedantic, they are the alternative to a campaign film and the alternative to a cartoon.

### Latest developments (2026-10-14)

Benjamin Netanyahu's clearest fresh accountability act is an order aimed at the anonymous sources behind the documentary NAZA. On 12 October 2026, Netanyahu directed Israel's attorney general and the head of Shin Bet to identify soldiers and officers interviewed anonymously in the film and called for criminal investigation and prosecution. The film, directed by Yuval Abraham and Rachel Szor, uses testimony from 24 Israeli military and intelligence insiders to examine targeting systems and civilian deaths in Gaza. Israel's military has disputed the film's allegations and said the identities of anonymous witnesses could not be verified. That denial is the strongest substantive defense of the government's position; it does not answer the separate press-freedom question raised by trying to unmask confidential journalistic sources.

The human effect is partly about the interviewees themselves. Anonymous military sources face possible exposure, investigation and prosecution if the government succeeds in identifying them. The filmmakers have also faced official threats and public hostility since the film won the Special Jury Prize at Venice on 12 September. Der Spiegel reported on 14 September that Culture Minister Miki Zohar wanted Abraham and Szor stripped of Israeli citizenship and accused them of betrayal. Netanyahu's October order escalates the dispute from political denunciation toward the machinery of criminal investigation.

A second event adds context but not personal attribution. Israeli forces raided the offices of Palestinian civil-society groups and the courtyard of the Palestine Medical Complex in Ramallah on 13 October, with reporting describing confiscations, snipers around the hospital entrances and injuries during the wider operation. The cited reports do not establish that Netanyahu personally ordered those raids. They are therefore relevant to the broader [civic-space](/drivers/civic-space) climate under his government but are not scored here as a direct Netanyahu act.

The contradiction is between a government saying the film damages national security and democratic protections that normally require a high threshold before authorities force disclosure of confidential sources. Israel can investigate genuine unauthorized disclosure of classified information, but a demand to identify all participating interviewees and pursue filmmakers reaches beyond rebutting the film's allegations.

What comes next is concrete: whether the attorney general, Shin Bet or military opens cases; whether courts authorize compulsory source-identification measures; whether filmmakers or interviewees are charged; and whether Israeli institutions distinguish a genuine secrets case from retaliation against critical journalism.

### Latest developments (2026-10-15)

Benjamin Netanyahu faced a fresh legal-accountability challenge on October 14 when 2026 Nobel Peace Prize laureate [Navi Pillay](/people/navi-pillay) said he should be prosecuted for war crimes and that she expects him eventually to stand trial. Pillay, a former UN High Commissioner for Human Rights and former president of the Rwanda tribunal, said national courts would be preferable where possible but also pointed to the International Criminal Court.

Netanyahu has answered Pillay with some of his sharpest criticism, calling her a "bigot" and accusing her of spreading "blood libels". Israel rejects the genocide findings associated with the UN commission she chaired and argues that the inquiry is biased. That is the strongest defence to include alongside Pillay's accusations.

Legal precision is essential. The ICC warrant described in the cited reporting is not a conviction, and Pillay's demand for prosecution is not a judicial finding of guilt. Her Nobel Prize does not alter the evidentiary standard. The significance of the October 14 intervention is political and institutional: an internationally prominent former judge is using a larger platform to press for a trial, while Netanyahu is attacking the legitimacy and neutrality of the investigator.

What follows depends on jurisdiction and enforcement. National courts, ICC member states and the court itself determine whether any process advances; public argument alone cannot substitute for adjudication.

### Latest developments (2026-10-15)

A BBC Verify investigation published on 15 October found that at least 254 Israeli military investigations into alleged killings or injuries had no publicly announced outcome. The review identified about 300 cases opened since October 2023 and examined roughly 61,000 reports gathered from BBC and Reuters material. An open investigation is not proof that a crime occurred, and the absence of a public outcome is not itself a finding against any named commander. It is, however, an accountability gap during Benjamin Netanyahu's tenure as prime minister and wartime head of government.

The Israeli military's stated defense is that it takes allegations seriously and publishes findings when possible, subject to legal and operational constraints. That can justify withholding sensitive details in individual cases, but it does not by itself explain why so many announced investigations remain without a public result. For families seeking answers, for soldiers accused of wrongdoing and for outside courts assessing whether Israel investigates itself effectively, delay has consequences.

Netanyahu's personal responsibility should not be conflated with command responsibility for every incident. The political question is whether his government ensures an investigatory system capable of producing timely, reviewable outcomes while the war continues. The next test is publication: completed findings, reasons for closure and any disciplinary or prosecutorial action can narrow the gap between announced scrutiny and demonstrated accountability.
