# Claudia Sheinbaum

## The power she actually held

Claudia Sheinbaum has been president of Mexico since 1 October 2024. Congress amends the constitution. INE counts. SEDENA and SSPC share the security file. She is the political principal, not every municipal warden.

As of August 2026 she remains in office on a single six-year term that ends in 2030. A 2028 recall, if it is later held, is not this page’s completed Fact.

## What went wrong, and what is proven

The sharpest documented costs that are dated and named are [Line 12, 3 May 2021](/facts/mx-linea12-2021) while she was Head of Government of Mexico City — 26 dead, a DNV file that later named construction and maintenance — and the [15 September 2024 judicial amendment](/facts/mx-judicial-reform-2024) her coalition enacted before the sash, then [implemented at the 1 June 2025 judicial election](/facts/mx-judicial-election-2025) she called a success. [20 December 2024](/facts/mx-inai-2024) the organic-simplification decree removed INAI and other autonomous regulators. [31 October 2024](/facts/mx-energy-state-2024) reclassified Pemex and CFE; [18 March 2025](/facts/mx-energy-laws-2025) implementing statutes abolished CRE and CNH.

[31 December 2024](/facts/mx-pretrial-2024) expanded mandatory pre-trial detention; the same night [SSPC gained investigation powers](/facts/mx-sspc-powers-2024). [3 February 2025](/facts/mx-tariff-ng-2025) she traded 10,000 National Guard troops at the northern border for a US tariff pause. [Teuchitlán, March 2025](/facts/mx-teuchitlan-2025) is a completed disappearance-site discovery under her federal watch, not a unique CJNG verdict she wrote. [1 November 2025](/facts/mx-manzo-2025) Carlos Manzo was killed in Uruapan after publicly asking her for help. [1 January 2026](/facts/mx-china-tariffs-2026) China-origin duties took effect. [29 May 2026](/facts/mx-election-void-2026) the Senate added a foreign-interference ground to void elections.

## What improved, and how far

The [2 June 2024 election](/facts/mx-election-2024) and [1 October 2024 oath](/facts/mx-inauguration-2024) are completed rotations. [Cablebús Line 1](/facts/mx-cablebus-2021) is a dated city-transport opening. [The 2025 minimum wage](/facts/mx-minwage-2025) and [2026 follow-on](/facts/mx-minwage-2026) are completed Conasami instruments. [2 December 2024](/facts/mx-social-const-2024) constitutionalised welfare programmes. [The Secretariat of Women](/facts/mx-women-secretariat-2024), [Pensión Mujeres Bienestar](/facts/mx-pension-mujeres-2025), [Beca Rita Cetina](/facts/mx-beca-rita-2025), and [Salud Casa por Casa](/facts/mx-salud-casa-2025) are dated social instruments. [Operation Swarm](/facts/mx-enjambre-2024) and the [27 February 2025 cartel transfer](/facts/mx-extradite-2025) are completed security acts. [El Insurgente’s Santa Fe–Observatorio section](/facts/mx-tren-insurgente-2026), a [40-hour-week statute](/facts/mx-40hour-2026) whose reductions still phase in, and [April 2026 health-ID start](/facts/mx-health-phase-2026) are dated openings, not completed universal care.

## Shared responsibility, and what the score does not say

The score does not say that every detainee is a unique cartel author. It does not say that a wage rise rebates an elected court. It does not convert a 2028 judicial round into a 2025 certificate. Confidence is high on DOF publications and certified elections, and medium where PNC-style classification, untried prisoners, and later disappearance series sit between a vote and a welfare indicator.

Related people are counterpart rulers who actually shared files: Trump, Biden, Lula, Milei, Bukele, Carney, Guterres, Macron, von der Leyen, Modi, Vance, Harris.

Official carriers include Presidencia (https://www.gob.mx/presidencia), INE, DOF, and contemporaneous Reuters.

A president is powerful enough to own those decrees. She is not powerful enough to be the unique author of a CJNG camp she did not staff, and the dossier keeps that line visible. Keep 3 May 2021 off a 1 June 2025 ballot. Keep a US tariff pause off a women’s pension. If those distinctions feel pedantic, they are the alternative to a first-woman halo and the alternative to a cartoon.

The 2024 oath, the 2025 judicial vote, and the 2026 Mencho operation are different dates. Treat them as texts. A 2028 recall is not a completed third term — and she does not have a second term under the present text. She is still president in August 2026. Harfuch, Ebrard, Congress, and INE remain on the file so a brand cannot swallow them.

### What has Claudia Sheinbaum changed that is distinctly hers?

Claudia Sheinbaum inherited Andrés Manuel López Obrador’s political movement, congressional majorities and many of his final constitutional priorities, but inheritance is not an excuse to blur responsibility. The useful question is which changes she chose to defend, implement or deepen after becoming Mexico’s president on October 1, 2024. Her record combines social-policy continuity and industrial planning with institutional reforms that critics say reduce independent checks.

Judicial reform is the clearest example of shared authorship. López Obrador proposed the constitutional overhaul and the outgoing Congress pushed it through in 2024, but Sheinbaum defended the reform and presided over its implementation, including the move toward popular election of judges. Supporters argue that an elected judiciary can break entrenched networks and make courts more accountable to citizens. Critics warn that campaigning judges can become dependent on political machines, money and low-information elections. The correct accountability split is therefore temporal: AMLO owns proposal and enactment where he acted; Sheinbaum owns the implementation choices and later measures she personally supported.

The abolition or restructuring of autonomous regulators and transparency bodies raises a similar issue. Consolidating functions inside the executive can reduce administrative duplication, which is the government’s defense. It can also weaken independent oversight when the institution being absorbed exists specifically to scrutinize government. Whether service improves after consolidation should be measured, but the conflict-of-interest risk is immediate because the executive gains authority over functions that may investigate the executive.

In October 2026 Sheinbaum championed a constitutional change barring dual citizens from the presidency beginning in 2028. Reuters reported that supporters framed the rule as a sovereignty safeguard while critics saw it as an unnecessary restriction on political rights in a country with a large diaspora. The measure illustrates her own political style more clearly than inherited reforms do: nationalist institutional language paired with a claim of protecting democratic legitimacy. The welfare question is not the nationality label itself but whether eligible citizens lose a meaningful avenue of political participation without evidence of a corresponding public benefit.

The security record remains difficult. Mexico continues to face cartel violence, disappearances and attacks on officials. A president can set security strategy, budgets and federal deployments; she cannot be assigned every homicide committed by organized crime. The test is whether policy reduces violence and impunity without reproducing abuses by security forces.

There are substantial offsets. Sheinbaum has maintained cash-transfer programs, supported minimum-wage growth and promoted industrial investment and nearshoring. Those policies can improve household income and employment even while institutional reforms raise accountability concerns. A criticism-first assessment should not erase them, because doing so would confuse political dislike with causal analysis.

Her relationship with Donald Trump adds external pressure over trade, migration and security. Sheinbaum has mixed cooperation with explicit claims of Mexican sovereignty. That balance should be judged transaction by transaction. The central domestic question remains simpler: does concentrating more policy inside elected national institutions improve delivery without making independent scrutiny materially weaker? The answer should come from legal powers, enforcement and outcomes, not from slogans about either “transformation” or “authoritarianism.”
