# Geert Wilders

## The power he actually held

Geert Wilders has led the PVV since 2006 and has been the Tweede Kamer’s largest-party leader since 22 November 2023. He refused the premiership in 2024 and still wrote the asylum chapter of a coalition text. Mark Rutte used his votes in 2010–2012. Frans Timmermans lost to his line in 2023. That is agenda power without a ministry. The live score has to read speeches, confidence deals, and coalition pages as they were enacted, not as a brand of “the people”.

## What went wrong, and what is proven

Fitna is a completed film, not a rumour. The [2014 “fewer Moroccans” chant](/facts/nl-wilders-fewer-moroccans-2014) is a completed public speech that produced a discrimination trial. [Mosque-and-Quran bills](/facts/nl-wilders-mosque-bills) never passed and still sit as a rights-demand file. The [2010 confidence deal](/facts/nl-wilders-rutte-i-2010) put PVV under a minority cabinet that later collapsed. The [2024 Schoof programme](/facts/nl-wilders-schoof-asylum-2024) promised the strictest asylum line; [the cabinet fell](/facts/nl-schoof-falls-2025) on that file in 2025. Nexit was a long demand before he parked it.

Opposition to [temporary protection’s neighbours](/facts/eu-temporary-protection-directive-activated-2022) was cooler than the government’s. The [asylum pact](/facts/eu-asylum-migration-management-regulation-2024) is a Union text he campaigned against as too weak. Those are political acts, not IND decisions he signed.

## What improved, and how far

The [2023 election](/facts/nl-wilders-wins-2023-pvv) is a completed democratic rotation after Rutte’s coalition collapsed. [Dropping Nexit](/facts/nl-wilders-drops-nexit-2023) reduced an exit-risk demand. [Nuclear advocacy](/facts/nl-wilders-nuclear) is a completed energy line the Schoof programme picked up. [COVID-curfew opposition](/facts/nl-wilders-covid-curfew) sits as a [civic-space](/drivers/civic-space) path beside the riots. [Housing demand](/facts/nl-wilders-housing) is a cost-of-living file with a migration mechanism attached. Parliamentary presence since 2006 is ordinary opposition.

None of that converts Fitna into a public-service broadcast. Sharing a 2024 cabinet with NSC, VVD and BBB is not a reason to drop the asylum chapter, and it is not a reason to award him a premiership he refused. Opposition to the childcare-benefits scandal and a tax-cut campaign are dated parliamentary acts with thin delivery. Local seats in 2014 are an electoral fact on the same night as the chant, recorded separately so the speech is not erased and the seats are not inflated. A 2012 election loss after felling a cabinet is ordinary feedback, not martyrdom.

## Shared responsibility, and what the score does not say

Rutte, Timmermans, Schoof, the Council of State, and Marine Le Pen are not extras. Treating Wilders as author of Union law, or as a bystander on the 2014 chant and the 2024 asylum text, would be the same error in opposite directions.

The score does not say he personally deported a million people. It does not say the 2014 trial was a show trial that erases the words. It does not convert a 2023 ballot into a mosque ban. Confidence is high on election results, the Fitna release, and the 2014 speech, and only medium where coalition partners and courts sit between PVV pages and a welfare indicator.

### An election victory did not translate into the premiership

Geert Wilders' Party for Freedom (PVV) won the most seats in the Dutch general election of 22 November 2023, a breakthrough for a party built around anti-immigration and anti-[Islam](/people/nahid-islam) politics. Yet Wilders did not become prime minister. Coalition negotiations with VVD, NSC and BBB produced a cabinet led by the non-party civil servant Dick Schoof in July 2024. The arrangement gave the PVV substantial policy influence while separating Wilders from formal responsibility for chairing the cabinet. The institutional distinction became crucial when migration policy stalled. The [Dutch Electoral Council](https://www.kiesraad.nl/verkiezingen/tweede-kamer) provides the official framework for Tweede Kamer elections, but electoral plurality did not eliminate the need for coalition compromise. Wilders therefore entered the governing period in an unusual position: he could claim the mandate of the largest party, demand radical asylum restrictions and still criticize the cabinet from outside it when coalition partners resisted measures they considered legally or practically unworkable.

### The 2025 asylum ultimatum broke the coalition

In May 2025 Wilders escalated the conflict by demanding a package of stricter asylum measures and threatening to withdraw the PVV if coalition partners did not accept them. [NOS](https://nos.nl/artikel/2568803-wilders-wil-binnen-enkele-weken-alle-grenzen-dicht-voor-asielzoekers-anders-is-pvv-weg) reported that he wanted Dutch borders closed to asylum seekers within weeks and presented the demand as a condition for remaining in government. When agreement did not follow, the PVV withdrew its support in June 2025 and the Schoof cabinet fell. The sequence is a direct measure of Wilders' influence and its limit. He was powerful enough to end the government, but not powerful enough to make coalition partners accept his entire asylum program. It also placed Dutch policy inside a wider European legal setting: temporary protection for Ukrainians had been activated at EU level in 2022, and the 2024 EU asylum-and-migration rules created obligations that a national coalition could not simply ignore by political declaration. Wilders turned migration into the cabinet's survival test, and the cabinet failed that test.
