# Greg Abbott

### Border enforcement and the limits of state authority

Greg Abbott has governed Texas since 2015 and has made immigration enforcement a central assertion of state power. The most consequential legal question is not simply whether Texas can deploy resources near its border with Mexico, but how far a governor can move into responsibilities assigned to the federal government. Abbott backed Senate Bill 4, signed in December 2023, to authorize state-level arrests for certain unauthorized border crossings and create a process for removal orders. The [Texas Tribune's March 2024 account](https://www.texastribune.org/2024/03/19/texas-illegal-immigration-supreme-court-sb-4/) records a rapid sequence in which the [US Supreme Court](/organizations/us-supreme-court) temporarily allowed implementation before a federal appeals court again blocked enforcement. A temporary procedural ruling did not settle the law's constitutionality. Readers should not mistake that brief opening for a final judicial endorsement of the governor's approach.

This dispute matters because immigration policy implicates federal supremacy, the rights of people stopped by police and relations with Mexico. Abbott's position has been that stronger state measures are needed in response to federal enforcement he considers inadequate. Opponents have warned of possible racial profiling, disruption of cross-border life and constitutional conflicts. The [Texas Tribune's earlier reporting](https://www.texastribune.org/2024/03/04/texas-sb4-illegal-immigration-law-5th-circuit-court-ruling/) documents the arguments leading to the injunction. The appropriate causal claim is therefore narrow: Abbott used his executive position and legislative influence to pursue restrictive border enforcement, while courts retained power to halt disputed provisions. Neither migration trends nor the actions of federal agents can be assigned to him personally without direct evidence.
