# Joseph Stalin

## The power he actually held

Joseph Stalin was General Secretary from 3 April 1922 and, after [Lenin](/people/vladimir-lenin)’s death, the leading figure of a one-party union state until 5 March 1953. The power that matters is the dated set of decrees, Politburo decisions, and Stavka orders, not the later mausoleum cult and not a Georgian childhood.

The first limit is institutional. The Central Committee still elected. The Politburo still met. Yezhov and Beria still signed NKVD orders. Zhukov still commanded fronts. The second limit is documentary. Central files show instruments; they do not reconstruct every village. Both limits are reasons to be precise. They are not reasons to treat 00447 as a rumour.

## What went wrong, and what is proven

Collectivization and the 7 August 1932 Spikelets decree, with procurement and movement restrictions, coincide with the famine later named Holodomor in Ukraine and the related Kazakhstan disaster. The [Holodomor Museum](https://holodomormuseum.org.ua/en/the-history-of-the-holodomor/) and [USHMM bibliographies](https://www.ushmm.org/collections/bibliography/holodomor) independently record the sequence. Death totals are later demographic estimates, not a Factrail census. The instrument is still a grain-extraction and criminal-gleaning policy issued while people starved.

Order 00447 of 30 July 1937, Politburo-approved, set execution and camp quotas. The [Wilson Center Digital Archive](https://digitalarchive.wilsoncenter.org/document/nkvd-operational-order-no-00447) publishes the order. Quota increases with Stalin’s signature are in the same archival trail. The Tukhachevsky trial of 11 June 1937 opened the officer purge. Katyn, decided on 5 March 1940, is a Politburo killing of Polish prisoners; NARA and the 2010 Duma statement independently name Soviet responsibility. The Crimean Tatar deportation of May 1944 is a GKO decree. Orders 270 and 227 criminalized capture and created blocking detachments. The Doctors’ Plot of January 1953 is an official antisemitic fabrication halted after his death.

The [1939 pact](https://avalon.law.yale.edu/20th_century/nonagre.asp) and 17 September entry into Poland, the Winter War, and the 1948 Berlin blockade are interstate instruments. They are not cancelled by the later German invasion or by the airlift. Paper rights in the 1936 Constitution did not bind the NKVD.

## What improved, and how far

The First Five-Year Plan and Magnitogorsk are industrial instruments. They raised steel and machine-building capacity that later fed the wartime economy. Official ‘overfulfilment’ percentages are official claims. Independent reconstructions still find a real plant on the steppe, built with foreign engineers and forced labour. The labour cost is recorded on GULAG and deportation rows, not averaged into the blast furnace.

Remaining in Moscow on 7 November 1941 and the December counter-offensive are command-political facts shared with Zhukov and the weather. Tehran and Potsdam are coalition protocols shared with Roosevelt, Churchill, Truman and Attlee. The 1949 atomic test is a completed technical-political outcome. None of these rows convert 1933 into a footnote.

## Shared responsibility, and what the score does not say

Molotov signed the pact. Yezhov signed 00447. Beria submitted Katyn. Kim Il-sung planned Korea. Mao sent Chinese troops. Local activists seized grain. The graph names them. It still names the man who set the line and signed the increases.

The score does not say that Stalin invented famine as a unique personal hobby. It does not say that every 1937 shooting was a handwritten list. It does not say that the Wehrmacht’s POW camps were a Soviet order. It does not treat the 7 November parade as the cause of German logistics failure. Confidence is high where Avalon, Wilson Center, FRUS, and museum archives publish a text, and medium where implementation, weather, and other armies sit between the signature and a welfare indicator.
