# Kaja Kallas

## The power she actually held

Kaja Kallas was prime minister from 26 January 2021 to 23 July 2024 and has been High Representative since 1 December 2024. The Riigikogu still writes statutes. The Foreign Affairs Council still votes. She owned Estonia’s Ukraine guideline without owning Union law.

That limit is the first fact. The second is that a small state’s aid ratio and a spouse-company scandal still move welfare. The live score has to read those instruments as they were enacted, not as a brand of “Europe’s Iron Lady”.

## What went wrong, and what is proven

In August 2023 reporting showed that [Stark Logistics](/facts/ee-stark-logistics-2023), linked to her husband, had continued Russia-related transport after the invasion. She said she had not known and that the firm then stopped. It is a completed integrity act, not a finding that she ran sanctions evasion. It still strengthens [institutional-corruption](/drivers/institutional-corruption) as distrust.

[VAT and car-tax rises](/facts/ee-kallas-tax-rises-2023) hit households while defence spending climbed. [Russian-language school reform](/facts/ee-russian-schools-kallas) is a completed education-language act with a minority-rights cost. Coalition collapses in 2022 and 2024 record polarisation. Leaving for Brussels mid-war is a completed personnel act with a continuity cost in Tallinn.

As High Representative her first months included a [divided Middle East line](/facts/ee-kallas-hr-gaza-2025) and continued Ukraine advocacy. A new office is not a miracle. Member-state vetoes still bind. Inflation and electricity-price spikes in 2022 are measured household costs with an import-price caveat. A tighter Narva border is a completed security-migration act with a family-visit cost. Those files stay on the paper beside the aid ratio.

## What improved, and how far

Estonia under Kallas was among the largest Ukraine donors relative to GDP: weapons, ammunition, and political push for sanctions and [candidate status](/facts/eu-ukraine-candidate-status-2022). [Temporary protection](/facts/eu-temporary-protection-directive-activated-2022) was implemented. [Electricity desynchronisation](/facts/ee-grid-desync-kallas) from the Russian BRELL ring advanced. [Rail Baltica](/facts/ee-rail-baltica-kallas) continued as a slow connectivity file. [Digital-state services](/facts/ee-digital-state-kallas) remained a delivery brand with a personal-data caveat.

[High Representative appointment](/facts/ee-kallas-hr-2024) is a completed Union act. [Ukraine Facility](/facts/eu-ukraine-facility-regulation-2024) and [accession talks](/facts/eu-accession-talks-ukraine-moldova-2024) are collective files she sponsored from Tallinn then Brussels.

## Shared responsibility, and what the score does not say

Zelenskyy, Rutte, von der Leyen, her husband as a private counterpart, and the Riigikogu are not extras. Treating her as author of Union sanctions, or as a bystander on Stark Logistics, would be the same error in opposite directions.

The score does not say she ran a smuggling ring. It does not say Estonia won the war. It does not convert e-Residency into a poverty cut. Confidence is high on aid publications and on the scandal dates, and only medium where EEAS and grid operators sit between the office and a welfare indicator.

### The 2023 election strengthened Kallas electorally before domestic disputes narrowed her room to govern

Kaja Kallas’s Reform Party won the largest share of seats in Estonia’s 5 March 2023 parliamentary election, allowing her to form another coalition and continue as prime minister. Estonia’s elections operate in a competitive parliamentary system repeatedly assessed by the [OSCE Office for Democratic Institutions and Human Rights](https://www.osce.org/odihr/elections/estonia), so the 2023 result gave Kallas a renewed legislative mandate rather than a presidential-style personal mandate. The new government then pursued tax changes, including a higher VAT rate and plans for a motor-vehicle tax, while maintaining a high defence-spending path after Russia’s full-scale invasion of Ukraine. In August 2023, reporting that a company linked to her husband continued Russia-related transport created a separate integrity controversy and drove demands for her resignation. The combination is central to the record: a clear electoral victory in March did not insulate the government from household-cost criticism or from scrutiny over whether private business links were compatible with the sanctions policy Kallas publicly championed.

### Estonia’s defence trajectory preceded her move to the EU foreign-policy post

Kallas left the Estonian premiership in July 2024 and took office on 1 December 2024 as the European Union’s High Representative for Foreign Affairs and Security Policy. Her national record had already been tied to a sharp rise in defence commitments and support for Ukraine. NATO’s historical spending framework shows how the alliance moved from the 2014 Wales 2% pledge to the 2023 Vilnius renewal and, after Kallas had moved to Brussels, to the 2025 Hague commitment of 5% of GDP by 2035 in core and broader security spending [NATO](https://www.nato.int/cps/en/natohq/topics_49198.htm). Estonia was among the allies arguing that the earlier floor was insufficient after 2022. The consequence of Kallas’s move was institutional as well as personal: responsibility shifted from executing Estonian tax, education, energy and defence policy to chairing and representing a common EU foreign policy that still depends on member-state agreement. Her influence therefore widened geographically while becoming more constrained by collective decision-making.
