# Khalifa Haftar

## Identity and office

Khalifa Haftar commands the self-styled Libyan National Army in eastern and southern Libya. As of September 2026 he is a living commander. Saddam Haftar remains unresolved. This run does not mint him and does not mint ukraine-war.

He is not an anti-terror saint. On 4 April 2019 he ordered a march on Tripoli, the seat of the UN-recognised Government of National Accord, days before a planned UN conference, while Secretary-General António Guterres was in the country ([LA Times](https://www.latimes.com/world/la-fg-libya-civil-war-20190404-story.html); [Al Jazeera timeline](https://www.aljazeera.com/news/2020/2/19/timeline-haftars-months-long-offensive-to-seize-tripoli)). Guterres appealed for military movements to stop. The offensive failed by June 2020 after Turkish intervention. UN and WHO printed neighbouring death and displacement totals that diverge. Quote 4 April. Do not invent a unique KIA or 280 as Contribution.size.

In January 2020, as Berlin met, NOC said LNA-commanded forces shut eastern oil ports and then a pipeline that forced Sharara and El Feel toward shutdown, risking a collapse from about 1.2 million barrels a day toward 72,000 ([Reuters](https://www.reuters.com/article/economy/pipeline-closure-risks-taking-nearly-all-libyas-oil-offline-idUSKBN1ZJ05W/)). Store NOC’s attribution. Offsetting is the claim that local guards acted alone. NOC said the LNA ordered it.

In August 2025 he decreed son Saddam deputy commander-in-chief.

## Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. Earlier eastern campaigns against Islamist groups in Benghazi and Derna are neighbouring files. They do not rebate 4 April 2019.

## Contributions and limits of responsibility

He ordered the march. LNA units implemented. NOC recorded shutdowns it attributed to LNA command. Guterres appealed. Sharing UAE/Egypt/Russia backing as weather is not a reason to mint those rulers as twins of this node. Sharing Turkey’s 2020 intervention is not a reason to hang a unique drone integer on him.

## Causal chain through facts

4 April 2019 initiates haftar-lna-parallel-power as a capital offensive during a UN visit. January 2020 strengthens it as oil coercion. August 2025 strengthens it as hereditary command. None hang on [territorial-revisionism](/drivers/territorial-revisionism), ukraine-war, or Soviet-scope rows.

## What the score does not say

This page does not promise an exact number. Direction is negative: Tripoli offensive, oil shutdown, hereditary command. Saddam Haftar remains a name on this file, not an invented biography.

### The April 2019 offensive turned eastern military power into a battle for the capital

On 4 April 2019 Khalifa Haftar ordered forces of the self-styled Libyan National Army to advance on Tripoli, where the UN-recognised Government of National Accord was based. The move came while Haftar’s forces already controlled much of eastern Libya and important southern oil fields; the [Los Angeles Times](https://www.latimes.com/world/la-fg-libya-civil-war-20190404-story.html) reported the order as UN Secretary-General António Guterres was visiting Libya and appealing for military movements to stop. The offensive also put a planned UN-backed national conference and election roadmap at immediate risk. The offensive converted a fragmented national power struggle into a prolonged siege around the capital. By February 2020, the [Al Jazeera timeline](https://www.aljazeera.com/news/2020/2/19/timeline-haftars-months-long-offensive-to-seize-tripoli) cited UN figures of more than 280 civilians and about 2,000 fighters killed and roughly 146,000 Libyans displaced. Those figures locate Haftar’s responsibility in a specific military choice: launching an assault on a densely populated capital region rather than maintaining the existing territorial division while negotiations continued.

### Foreign intervention reversed battlefield momentum in 2020

Haftar’s campaign also internationalised Libya’s civil war. His forces received varying forms of support from Egypt, the United Arab Emirates and Russia-linked actors, while Turkey increased military support for the Tripoli government. By April 2020, Turkish drones, air-defence systems and advisers had helped the GNA regain the initiative, and [Al Jazeera](https://www.aljazeera.com/news/2020/4/27/turkeys-military-helps-turn-the-tide-in-libyan-civil-war) described a battlefield shift that reduced the LNA’s ability to sustain its push. In June 2020, GNA-aligned forces broke the siege and pushed Haftar’s units away from Tripoli. The failed offensive did not remove him from eastern Libya, but it changed the political and military balance: a bid to seize the capital by force ended with territorial retreat, continued foreign dependence and renewed ceasefire diplomacy. The episode also demonstrated the limits of personal military authority in Libya, where control of oil facilities, local armed groups, foreign sponsors and rival state institutions could reinforce Haftar’s position without giving him uncontested national sovereignty.
