# Mao Zedong

## The costs that are proven

The first fact about Mao Zedong is mass death under policies he authored, not a modernization parable. The [Great Leap Forward](https://www.britannica.com/event/Great-Leap-Forward) was launched as the General Line at the second session of the Eighth Party Congress on 5 May 1958. People’s communes, backyard furnaces, and procurement against falsified yields produced famine in 1958–62. [Wilson Center documents](https://digitalarchive.wilsoncenter.org/topics/chinas-great-leap-forward-1958-1961) show Mao receiving agricultural reports and still treating critics as line enemies. Later demography gives a range of tens of millions of excess deaths. This page does not invent a Factrail census to replace Yang Jisheng, Ashton, or Dikötter. Weather existed. Weather does not write commune mess-hall rules. Local cadres lied. They lied inside a tempo he set. Peng Dehuai’s [July 1959 letter](https://digitalarchive.wilsoncenter.org/document/letter-peng-dehuai-mao-zedong) tried to stop the Leap from inside the Politburo; Lushan turned that letter into an anti-party crime. That is why the famine continued.

The [Cultural Revolution](https://www.britannica.com/event/Cultural-Revolution) is the second proven cost cluster. The [16 May 1966 circular](https://www.marxists.org/subject/china/documents/cpc/cc_circ.htm) is a party text, not a rumour. Mao’s 5 August poster told the country to bombard the headquarters. The 18 August Tiananmen review licensed Red Guards. Teachers, ‘black’ families, and officials were beaten; some were killed; Liu Shaoqi was expelled by the [Twelfth Plenum](https://www.marxists.org/subject/china/documents/cpc/communique_12th.htm) and died in custody. Lin Biao’s 1971 crash ended a successor, not the method. The 5 April 1976 clearing of mourners for Zhou was still Mao’s last verdict.

Earlier lethal instruments are also dated. The 1947 Outline Land Law and civil-war struggle killed and expelled landlord households — a displacement path distinct from the 1950 written Agrarian Reform Law. The 10 October 1950 suppression directive, with Mao’s ‘sure, accurate, and relentless’ comments in [Selected Works](https://www.marxists.org/reference/archive/mao/selected-works/volume-5/mswv5_14.htm), was a shooting campaign. The Hundred Flowers invitation of 1956–57 reversed on 8 June 1957 into the [Anti-Rightist Campaign](https://www.britannica.com/event/Hundred-Flowers-Campaign). Yan’an Rectification in 1942 already trained confession. Korea in October 1950 was a Politburo-and-Stalin-and-Kim file; Mao still signed the 8 October order, as [Wilson Center Korean War documents](https://digitalarchive.wilsoncenter.org/topics/korean-war) show.

## What improved, and how far

Offsets are real and bounded. The [1950 Marriage Law](https://www.britannica.com/topic/Marriage-Law) prohibited sale-marriage on paper. The 30 June 1950 Agrarian Reform Law transferred title to tillers for a few years before cooperatives seized it again. Spare-time literacy classes and the 1952 Patriotic Health Campaign are sanitation and primer instruments, not a reason to describe the Leap as the price of literacy. The First Five-Year Plan built Soviet-aid plants. The 1954 Constitution wrote offices. Barefoot doctors in 1968 were village paramedics while hospitals were being smashed. The 16 October 1964 test and [UN Resolution 2758](https://digitallibrary.un.org/record/192150) and the [1972 Nixon meeting](https://history.state.gov/milestones/1969-1976/rapprochement-china) are diplomatic-strategic instruments. They sit on the ledger beside famine, not instead of it.

## Shared responsibility, and what a score must not say

Zhou administered. Liu and Deng ran the 1950s then became targets. Peng fought in Korea and told the truth at Lushan. Lin compiled the cult. Jiang Qing staffed culture. Zhu De and the PLA carried rifles. Chiang was the civil-war counterpart. Kim and Stalin shared Korea. Nixon shared a room. Cadres in Xinyang and Fengyang starved people under central procurement. None of that converts Mao’s General Line into a local weather event. None of it converts a county killing into his handwriting sample.

What the score must not say: that 1921 attendance already was 1958; that land-to-tiller cancelled struggle deaths; that a bomb or a UN seat offsets a famine; that Britannica is a cadre archive; that Wilson Center scans are complete; that this page has counted the dead. Confidence is high on proclamations, circulars, and the Leap’s political authorship; medium on any one death total; low on cult anecdotes without a carrier. It is not the causal source.
