# Mohammed bin Salman Al Saud

## The power he actually held

Mohammed bin Salman has been crown prince since 21 June 2017 and prime minister since 27 September 2022. King Salman remains head of state as of August 2026. The crown prince chairs cabinet, PIF, and Vision 2030 delivery. He previously ran defence.

## What went wrong, and what is proven

The sharpest rights cost that is dated and named is the [killing of Jamal Khashoggi](/facts/sa-khashoggi-2018) in the Saudi consulate in Istanbul on 2 October 2018. Saudi Arabia acknowledged a killing after denial. The US ODNI assessed in 2021 that the crown prince approved an operation to capture or kill. He denies it. It does not store a Riyadh homicide conviction of the crown prince.

[Yemen 2015](/facts/sa-yemen-intervention-2015) is a completed coalition war he launched as defence minister. [Ritz Carlton detentions](/facts/sa-ritz-2017) are a completed anti-corruption-and-loyalty operation. The [Qatar blockade](/facts/sa-qatar-blockade-2017) is a completed siege of a neighbour. [Loujain al-Hathloul](/facts/sa-loujain-2018) was imprisoned after the driving reform she had campaigned for. [Mohammed bin Nayef’s removal](/facts/sa-mbn-2017) is a completed succession act. NEOM is a dated giga-project with displacement and labour reporting stored as worsening paths beside any later jobs. Mass [2019 executions](/facts/sa-executions-2019) are a completed punishment cluster.

## What improved, and how far

[Vision 2030](/facts/sa-vision-2030-2016) is a completed programme launch, not a 2030 outcome. [Women driving](/facts/sa-women-driving-2018) is a completed legalisation. [Passport and travel without a male guardian](/facts/sa-women-travel-2019) is a completed 2019 mobility instrument, not the end of every remaining guardianship rule. Cinemas and [tourist visas](/facts/sa-tourist-visas-2019) are dated openings. [Religious police arrest powers](/facts/sa-hai-2016) were stripped. [Aramco’s IPO](/facts/sa-aramco-ipo-2019) is a completed listing. The [2023 Iran restoration](/facts/sa-iran-restore-2023) is a dated Beijing-brokered instrument. OPEC+ is a completed production deal the kingdom co-owned. The [2022 premiership](/facts/sa-mbs-pm-2022) is a dated title. Later PIF ‘efficiency’ talk in 2026 is neighbouring later strategy, not this page’s completed 2016 launch.

## Shared responsibility, and what the score does not say

The score does not say that every Yemen death is a personal homicide count. It does not say that a driving licence rebates a consulate killing. It does not convert an ODNI assessment into a Riyadh verdict. Confidence is high on royal-court announcements and Aramco filings, and medium where intelligence assessments, contractors, and later Vision slippage sit between a signature and a welfare series.

Related people are counterpart rulers who actually shared files: Trump, Biden, Putin, Xi, Erdoğan, MBZ, Tamim, Netanyahu, Macron, von der Leyen, Guterres, Meloni. Related news and analysis are the Ukraine, energy, and Gulf cluster already in production.

Official carriers include Vision 2030 (https://www.vision2030.gov.sa/) and the Saudi Press Agency (https://www.spa.gov.sa/).

A crown prince is powerful enough to own those decrees. He is not powerful enough to be the unique author of a US intelligence community, and the dossier keeps that line visible. Keep Khashoggi off a cinema opening. Keep Yemen off a tourist visa. Keep Ritz off Aramco’s prospectus. If those distinctions feel pedantic, they are the alternative to a giga-project film and the alternative to a cartoon.

The 2017 succession, the 2022 premiership, and the 2026 PIF efficiency paper are different dates. Treat them as texts. A tourist visa is not a parliament. A driving licence is not a political party. Readers who want only 2018 will miss 2015. Readers who want only Vision will miss Yemen. Keep both.

### Latest developments (2026-10-15)

A renewed Houthi campaign has brought the Yemen conflict directly onto Saudi territory and increased pressure on Crown Prince Mohammed bin Salman. On the night of October 13, a strike hit an administrative building at [Saudi Aramco](/organizations/saudi-aramco)'s headquarters in Dhahran, causing what the Saudi Energy Ministry called a "limited fire" but no casualties there. Saudi civil defence said debris from two intercepted Houthi cruise missiles in Riyadh wounded four people and damaged 15 homes.

The attack followed a deadly strike on Riyadh's King Khalid International Airport that AFP reported killed 13 people and suspended operations; subsequent reporting said the airport would remain closed until October 17. The Saudi-led coalition, meanwhile, struck oil-related sites in Sanaa and other Houthi-held areas of Yemen. Civilians in Sanaa queued for fuel after warnings of strikes, underscoring the costs on both sides.

The Houthis say their Saudi attacks answer coalition action in Yemen. Riyadh says its strikes target facilities used to supply Houthi military operations. Neither justification removes the obligation to protect civilians.

[Donald Trump](/people/mig-donald-trump) said he was considering joining Saudi strikes against the Houthis, creating another escalation risk for Mohammed bin Salman's government. The immediate next tests are whether Riyadh airport reopens, whether further Saudi energy sites are hit, and whether Washington enters the conflict more directly.
