### Record: a cabinet minister charged with changing post-Brexit relations

Nick Thomas-Symonds represented Torfaen in the [House of Commons](/organizations/house-of-commons) from the 2015 general election and became Paymaster General and Minister for the Cabinet Office, with responsibility for relations with the European Union, on 8 July 2024. His official [UK government biography](https://www.gov.uk/government/people/nick-thomas-symonds) records that the ministerial appointment ended on 20 July 2026, so describing him as the incumbent in October 2026 would be inaccurate. The post was important because the Labour government moved management of its EU relationship into the Cabinet Office to place it close to central government coordination. The [House of Commons Library's research briefing](https://commonslibrary.parliament.uk/research-briefings/cbp-10207/) explains the machinery-of-government change and identifies Thomas-Symonds as the person charged with the renewed dialogue. He was a negotiator and ministerial representative, not a substitute for parliamentary ratification, EU institutions or decisions by the prime minister.

### Decisions: negotiating the UK–EU reset and its practical instruments

In February 2025, Thomas-Symonds publicly defined his negotiating agenda as removing practical trade friction, improving security cooperation and respecting the fact that the UK had left the EU. His [official Brussels speech](https://www.gov.uk/government/speeches/minister-for-european-union-relations-speech-at-eu-uk-forum) described the government's intended relationship while a separate [Cabinet Office article](https://www.gov.uk/government/news/minister-for-eu-relations-article-on-uk-eu-reset) set out its economic arguments. The May 2025 UK–EU summit issued a [Common Understanding](https://www.gov.uk/government/publications/ukeu-summit-key-documentation/uk-eu-summit-common-understanding-html), but its commitments were not self-executing legislation. On 17 December 2025, Thomas-Symonds and EU Commissioner [Maroš Šefčovič](/people/maros-sefcovic) issued a [joint statement](https://www.eeas.europa.eu/delegations/united-kingdom/erasmus-joint-statement-commissioner-trade-maro%C5%A1-%C5%A1ef%C4%8Dovi%C4%8D-and-minister-cabinet-office-nick-thomas_en) on proposed UK participation in Erasmus+ in 2027 and progress toward talks on electricity-market cooperation. These were jointly negotiated positions, not an independent ministerial power to reinstate UK membership of the EU.

### Consequences: a measurable diplomatic record, not automatic economic gains

On 15 April 2026, a [UK government announcement](https://www.gov.uk/government/news/uk-and-eu-finalise-agreement-to-bring-uk-into-erasmus-in-2027) said the legal text for UK participation in Erasmus+ in 2027 had been signed, identifying Thomas-Symonds among the responsible ministers and quoting his explanation of educational opportunities. The release projected beneficiaries; it did not report a completed year of participation. The [Council of the European Union's March 2026 release](https://www.consilium.europa.eu/en/press/press-releases/2026/03/30/eu-uk-relations-council-greenlights-talks-on-electricity-and-cohesion-deals-as-well-as-uk-s-participation-in-erasmusplus-for-2027/) explains that separate authorisations and committee decisions remained necessary, showing why a memorandum, negotiating mandate and implemented programme should be distinguished. Thomas-Symonds also co-chaired February 2026 meetings of the withdrawal and trade-agreement bodies, as the [Cabinet Office confirmed](https://www.gov.uk/government/news/joint-statement-on-the-withdrawal-agreement-joint-committee-and-trade-and-cooperation-agreement-partnership-council-meetings-2-february-2026). Assessing his contribution requires tracking the legal steps and later outcomes separately from forecasts of growth, lower household bills or improved mobility.
