# Otto von Bismarck

## The costs that are proven

The first fact about Otto von Bismarck is that German unification was a sequence of cabinet wars and annexations, not a majority petition. The [Blood and Iron](https://germanhistorydocs.ghi-dc.org/sub_document.cfm?document_id=250) remarks of 30 September 1862 denied speeches and majority decisions as the method. The gap theory then spent army money without a budget. [1864 against Denmark](https://www.britannica.com/event/German-Danish-War), [1866 against Austria](https://www.britannica.com/event/Seven-Weeks-War), and [1870–71 against France](https://www.britannica.com/event/Franco-German-War) are separate wars, not one smear. The [Ems Dispatch](https://www.britannica.com/topic/Ems-dispatch) of 13 July 1870 is his edit. The [Treaty of Frankfurt](https://www.britannica.com/event/Treaty-of-Frankfurt-France-Germany-1871) took Alsace-Lorraine without a free plebiscite. Northern annexations of Hanover, Hesse-Kassel, Nassau, and Frankfurt deposed governments. Those are displacement and humanitarian paths. Moltke fired the guns. Bismarck made the wars possible and, in 1870, hard to avoid.

Domestic exceptional law is the second proven cost cluster. The [Jesuit Law of 4 July 1872](https://germanhistorydocs.ghi-dc.org/) and the Prussian [May Laws](https://www.britannica.com/event/Kulturkampf) hit Catholic self-government. The [Anti-Socialist Law of 21 October 1878](https://www.dhm.de/lemo/kapitel/kaiserreich/innenpolitik/sozialistengesetz.html) hit labour organisation for twelve years. The 1885–86 expulsions of Poles and Jews and the [1886 Settlement Commission](https://www.dhm.de/lemo/kapitel/kaiserreich/innenpolitik/polenpolitik.html) were Germanization. [Angra Pequena in 1884](https://www.dhm.de/lemo/kapitel/kaiserreich/aussenpolitik/kolonien.html) opened African Schutzherrschaft. Later Herero killings are not backdated as his 1884 handwriting; 1884 is not thereby made a cultural festival. The 1879 grain-and-iron tariff is a distributional harm to consumers.

## What improved, and how far

Offsets are real and bounded. The [North German constitution of 1867](https://germanhistorydocs.ghi-dc.org/) put universal male suffrage into a federal statute book; 16 April 1871 extended it. That is not ministerial responsibility. The Customs Parliament, gold mark, and [Reichsbank](https://www.bundesbank.de/en/bundesbank/history) are state-capacity instruments. The [Congress of Berlin](https://avalon.law.yale.edu/19th_century/berlin.asp) averted an immediate Eastern war while bargaining Balkan peoples. The Dual Alliance and the [Reinsurance Treaty](https://avalon.law.yale.edu/19th_century/reinsure.asp) are alliance paperwork. Sickness (1883), accident (1884), and old-age (1889) insurance, as the [ILO still notes](https://www.ilo.org/resource/otto-von-bismarck), created compelled funds. They ran beside a ban on the party of the same workers. That coexistence is the point of separate rows, not a reason to delete either.

## Shared responsibility, and what a score must not say

Wilhelm I appointed, hesitated, and proclaimed. Roon built the army bill. Moltke won Königgrätz and Sedan. The Reichstag passed indemnity, insurance, and exceptional law. Windthorst fought the Kulturkampf in debate. Bebel survived the ban. Napoleon III declared in 1870 after the edit. Wilhelm II fired the chancellor. Naming them is not a reason to drop Ems or 1878.

What the score must not say: that 1862 already was 1871; that insurance cancelled the Sozialistengesetz; that Frankfurt was a language census; that a DHM biography is a battery log; that Punch’s pilot cartoon is a legal instrument; that this page has counted the 1870 dead. Confidence is high on statutes, treaties, and the Ems texts; medium on any one casualty or expellee total; low on dinner-table anecdotes without a carrier. It is not the causal source.

The remaining bound is administrative, not moral. Roon’s army law, the Landtag’s indemnity, and the Bundesrat’s Jesuit and socialist statutes are still his bills in political authorship even when other men voted. A gold mark and a Reichsbank are still his government’s statutes even when mint officials cut the dies. That is the same rule applied in both directions: do not give him Moltke’s batteries, and do not steal the 1883 fund from the record because 1878 exists. Readers who want a single adjective — unifier, reactionary, social-insurer — are asking this page to do campaign work. The dated instruments will not collapse into one adjective. They will sit in parallel, with lag, with named co-authors, and without a hand score.
