# Ousmane Sonko

### Opposition politics and a contested transition

Ousmane Sonko became one of the central figures in Senegal’s political transition of 2024, though he did not become president. A prominent opposition politician
associated with the Pastef movement, he backed [Bassirou Diomaye Faye](/people/bassirou-diomaye-faye)’s presidential candidacy. Ahead of the March vote,
[Reuters](https://www.reuters.com/world/africa/key-issues-shaping-senegals-presidential-vote-2024-03-13/) described how debates over jobs, living costs,
migration and political stability shaped voter concerns. Those issues gave Sonko’s movement a constituency wider than dissatisfaction with any single
officeholder. The election followed an extended confrontation between the opposition and the administration of President [Macky Sall](/people/macky-sall), including a failed attempt
to postpone the vote. Sonko’s influence was chiefly organisational and electoral during this phase. His ability to mobilise supporters mattered, but the
constitutional outcome was produced through an election in which Faye stood as the winning candidate.

### From political ally to prime minister

After Faye’s victory and inauguration, Sonko was appointed prime minister. On 5 April 2024, [Reuters
reported](https://www.reuters.com/world/africa/senegals-new-government-has-been-appointed-pm-sonko-says-2024-04-05/) that Sonko announced a government with 25
ministers and five junior ministers. The distribution of portfolios illustrated the shift from opposition messaging to governing responsibility: Cheikh Diba
became finance minister, Abdourahmane Sarr economy minister, and Birame Souleye Diop was appointed to the oil and energy portfolio. Sonko now had a formal part
in coordinating a government and defending the policies of an administration whose legitimacy had been secured at the ballot box. This changed the kind of
accountability attached to his actions. An opposition demand for an audit, institutional reform or a new economic direction can be judged as a promise;
decisions to commission, implement or abandon such measures become part of the governing record once the movement holds power.

### Promises meet fiscal and institutional constraints

The new government faced a difficult task translating reform rhetoric into measurable change. [Reuters’ cabinet
report](https://www.reuters.com/world/africa/senegals-new-government-has-been-appointed-pm-sonko-says-2024-04-05/) described commitments or expectations
surrounding a possible departure from the CFA franc, reviews of oil, gas and mining arrangements, and broader economic reforms. These were politically
consequential subjects because they touch monetary arrangements, investment, public revenues and the distribution of future resource income. But announcing a
review does not demonstrate that contract terms improved, nor does naming a minister establish a change in household welfare. For Sonko the relevant question is
which choices the administration actually made, with what legal authority and what observable outcomes. His association with Faye also complicates simple
personal attribution: the president, cabinet colleagues, legislature and civil service all participate in governing decisions. The strongest documented change
in 2024 was Sonko’s transition from opposition leadership to the premiership and the creation of a cabinet responsible for carrying out the movement’s
programme. Longer-term economic claims require evidence beyond the appointment itself.
