# Paul Biya

## Identity and office

Paul Biya has been president of Cameroon since 6 November 1982. He remains commander-in-chief. He was 92 at the 12 October 2025 poll. He remains in office after the 27 October proclamation and a 6 November inauguration. He does not write OHCHR annexes. He does command the forces those annexes address.

Do not open with 1982. The clock file is official. On 14 April 2008 he promulgated Law No. 2008/001, striking the two-term limit ([Legal Tools text](https://www.legal-tools.org/doc/cf5e84/); [Reuters, 15 April 2008](https://www.reuters.com/article/economy/cameroons-biya-signs-law-allowing-third-term-bid-idUSL15296024/)). Parliament had voted on 10 April. SDF deputies walked out. That is a completed reset, not a 2018 ballot as a twin.

The Anglophone file is a UN and NGO product. Access Now recorded a government-ordered internet shutdown in the North-West and South-West from 17 January 2017, about 94 days ([Access Now, 2 August 2018](https://www.accessnow.org/press-release/access-now-files-supporting-intervention-in-renewed-legal-challenge-to-internet-shutdown-in-cameroon/)). Human Rights Watch, 19 July 2018, documented government-force killings and arson and separatist abuses ([HRW](https://www.hrw.org/news/2018/07/19/cameroon-killings-destruction-anglophone-regions)). OHCHR’s September 2019 mission recorded at least 1,800 killed in those regions from late 2016 to September 2019 and did not attribute a unique integer by perpetrator. This page does not invent one.

On 20 August 2019 the Yaoundé Military Tribunal sentenced Sisiku Julius Ayuk Tabe and nine co-accused to life imprisonment ([Guardian, 20 August 2019](https://www.theguardian.com/world/2019/aug/20/cameroon-anglophone-separatist-leader-ayuk-tabe-handed-life-sentence)). A Nigerian court had already called the Abuja arrest-and-handover illegal. The Supreme Court cassed the appeal judgment on 19 March 2026 and sent the file back. Ayuk Tabe is unresolved. This run does not mint a page for him.

The ballot file is official. The Constitutional Council declared 71.28 percent on 22 October 2018 after the 7 October poll ([franceinfo / Reuters](https://www.franceinfo.fr/monde/afrique/cameroun/paul-biya-reelu-president-du-cameroun-avec-71-des-voix_2998565.html)). On 27 October 2025 it declared 2,474,179 votes, 53.66 percent, after the 12 October poll ([AP](https://apnews.com/article/cameroon-protests-election-tchiroma-biya-885d5a2cd41164e37e760777946a60e7)). Issa Tchiroma Bakary is named as the 2025 counterpart. He is not minted. AP recorded post-election protest deaths; this page does not invent a unique integer.

The succession file is a statute without a named deputy. Parliament voted in April 2026 to restore an appointive vice-president. AFP recorded promulgation on 15 April 2026 and fact-checked circulating “Franck Biya appointed VP” decrees as false ([AFP Fact Check](https://factcheck.afp.com/doc.afp.com.A82N863)). Franck Biya is unresolved speculation, not a gazetted appointment.

## Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are not this assignment’s through-line. Relative oil-and-cocoa continuity and a Far-North Boko Haram neighbourhood are neighbouring files. They are not a rebate of 14 April 2008 or of the 2018 HRW product.

## Contributions and limits of responsibility

He promulgated 2008/001 and the 2026 vice-president statute. He is commander-in-chief on the Anglophone security file. He ran and was proclaimed in 2018 and 2025. The Council tabulated. HRW and OHCHR wrote the abuse language. Sharing execution with separatists who also killed is not a reason to drop the government-force rows. It is a reason not to invent a unique death integer as a size.

## Causal chain through facts

2008/001 strengthens the owned crisis-and-succession driver and weakens electoral integrity and transfer capacity. The 2017 shutdown strengthens [digital censorship](/drivers/digital-censorship). The 2018 HRW cluster and the 2019 military-court sentences strengthen the owned driver and weaken [civic space](/drivers/civic-space). The 2018 and 2025 Council returns weaken electoral integrity. The 2026 VP statute weakens transfer capacity without converting Franck speculation into a Fact. They do not hang on [territorial-revisionism](/drivers/territorial-revisionism), eastern-drc-m23-rdf, or Ukraine.

## What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments close rotation and keep the Anglophone file in a UN product. A later genuine contest, a gazetted deputy, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Sisiku Julius Ayuk Tabe and Franck Biya remain names on this file, not minted pages.
