# Roberto Micheletti

### Context

Roberto Micheletti is best understood through the office and institutional setting in which the record was made, rather than through reputation alone. Micheletti, then president of Honduras’s National Congress, became head of the de facto government after the military removed and expelled President [Manuel Zelaya](/people/manuel-zelaya) on June 28, 2009. [Organization of American States](https://www.oas.org/en/about/speech_secretary_general.asp?sCodigo=10-0042) provides the documentary anchor for that role. The Organization of American States condemned the event as a coup, demanded Zelaya’s return and suspended Honduras after diplomatic efforts failed to restore him immediately. This matters because formal authority determines what could reasonably be attributed to Roberto Micheletti and what remained in the hands of other officials, courts, parties, agencies or armed actors. The central issue is constitutional succession after an unlawful removal: holding a domestic office does not by itself legitimize power acquired through a rupture condemned by the regional democratic system. A useful reading therefore starts with chronology, separates personal choices from structural constraints, and treats later political claims as claims unless they are supported by the cited record.
