# Rodrigo Chaves

## Identity and office

Rodrigo Chaves was president of Costa Rica from 8 May 2022 to 8 May 2026. As of September 2026 he is Minister of the Presidency and Minister of Finance under Laura Fernández. Fernández is named as an unresolved person candidate. This run does not mint a page for her.

He is not a World-Bank saint. Critics in 2025 called the immunity votes a shield for a BCIE video-contract file. Prosecutors alleged he pressured a producer paid by the Central American Bank for Economic Integration to transfer funds to former adviser Federico Cruz. Cruz remains unresolved. Do not mint him. Do not convert an allegation into a unique later conviction as Contribution.size.

On 22 September 2025 the Legislative Assembly held the first sitting-president desafuero vote in Costa Rican history ([AP](https://apnews.com/article/costa-rica-rodrigo-chaves-corruption-ae9f742cd06e0ec524c2f1659af69864)). 34 voted to lift, 21 against, 2 absent. 38 were required. He kept immunity. Speaker Rodrigo Arias declared insufficient grounds. Store the tally. A December 2025 TSE request over alleged campaign belligerence was also blocked ([AP, 17 December 2025](https://apnews.com/article/costa-rica-president-rodrigo-chaves-immunity-election-investigation-8e65c2ddf47079e6bba81c8bb5ea7e4b)). TSE said the case would resume after 8 May 2026.

On 8 May 2026 Laura Fernández was sworn and named him Minister of the Presidency and Minister of Finance ([AP](https://apnews.com/article/laura-fernandez-costa-rica-chaves-trump-aa0c3ea1712f6ee67235fb1bf6317ac2)). AP recorded that the dual posts were unprecedented and preserved fuero against Fiscalía and TSE files. Store the appointment. Do not mint Fernández.

RSF recorded a press-rank deterioration during the term. Parque Viva sits as neighbouring speech.

## Documented benefits

The offsets that a commissioned-positive portrait would lead with are real where dated. The 3 April 2022 runoff produced a PPSD win and an 8 May oath. A 2026 first-round PPSO continuity win sits as neighbouring transfer weather. They do not rebate 22 September 2025.

## Contributions and limits of responsibility

He took the 2022 oath. The Assembly failed to lift immunity. Fernández appointed him. Sharing a PPSO brand with Fernández is not a reason to drop Chaves-dated rows. Sharing a Bukele photograph is not a reason to hang Salvadoran statutes as his.

## Causal chain through facts

8 May 2022 strengthens transfer as a completed oath and initiates the confrontational file. 22 September 2025 weakens [civic space](/drivers/civic-space) as a completed immunity shield. 8 May 2026 strengthens the owned file as continuity-with-fuero. None hang on [territorial-revisionism](/drivers/territorial-revisionism), ukraine-war, or Soviet-scope rows.

## What the score does not say

This page does not promise an exact number. Direction on the 2022 oath is plus on transfer. Direction on the immunity votes and dual posts is criticism-first. Laura Fernández and Federico Cruz remain names on this file, not invented biographies.

A homicide-wave print and an IMF-review communique sit as neighbouring economic and security weather. They are not stored here as a unique later integer. Sharing a Trump-ally photograph is not a reason to hang US statutes as his. Sharing a Bukele bilateral is not a reason to mint a Bukele twin. The 8 May 2026 posts are the continuity instrument. The 22 September 2025 tally is the immunity instrument. Keep those dates.

### An anti-establishment presidency began in 2022

Rodrigo Chaves took office as president of Costa Rica on 8 May 2022 after campaigning as an outsider against established parties and promising to confront corruption and bureaucratic inertia. [DW](https://www.dw.com/en/costa-rica-rodrigo-chaves-takes-office-as-president/a-61727426) reported that he was sworn in after defeating former president José María Figueres in the runoff and entered office with a fragmented legislature. That institutional setting shaped the style of his presidency: repeated conflict with lawmakers, regulators, prosecutors and media outlets became part of the governing method rather than a temporary transition problem. Chaves' supporters presented that confrontation as necessary to break elite control, while critics argued that the president was weakening norms of institutional restraint. The issue became especially concrete when criminal and electoral investigations touched the presidency itself. In a system long regarded as one of Latin America's more stable democracies, the question was whether outsider politics would remain bounded by the country's established checks or increasingly be framed as a struggle between the elected executive and allegedly obstructive institutions.

### The 2025 immunity vote showed the limits of presidential control

On 22 September 2025 Costa Rica's Legislative Assembly rejected a request to lift Chaves' immunity so he could face proceedings connected to an alleged influence-peddling case. [Infobae](https://www.infobae.com/america/america-latina/2025/09/23/el-congreso-de-costa-rica-rechazo-retirar-la-inmunidad-al-presidente-rodrigo-chaves/) reported that the motion failed to reach the required qualified majority. The outcome did not amount to a judicial exoneration; it meant the constitutional protection remained in place. Politically, the vote captured the central tension of Chaves' presidency: he could claim that attempts to prosecute him had failed in Congress, while opponents could point out that the underlying allegations had not been tested at trial. By 2026 his government also experimented with unusually concentrated portfolios, including dual ministerial assignments, reinforcing debate over how much authority should be centralized around a combative executive. The immunity episode therefore belongs beside his 2022 oath as a measure of institutional friction: the presidency remained powerful, but the legislature, prosecutors and courts continued to operate as independent centers of constraint.
