# Santiago Peña

## Identity and office

Santiago Peña has been president of Paraguay since 15 August 2023. As of September 2026 he remains in office. Horacio Cartes is named as an unresolved person candidate. This run does not mint a page for him.

He is not a clean-technocrat saint. Critics in 2023 called him a secretary to Cartes, whom the US had designated significantly corrupt. That designation is a neighbouring US instrument.

On 15 November 2024 he enacted Law 7363 on control, transparency and accountability of non-profit organisations ([CIVICUS Monitor](https://monitor.civicus.org/explore/president-enacts-controversial-law-restricting-civil-society/)). CIVICUS recorded the “garrote” nickname. Days later the Bicameral Investigation Commission extended scrutiny of NPOs.

In April 2025 the foreign ministry suspended Itaipú Annex C negotiations indefinitely after Brasília acknowledged a 2022 Abin intelligence operation against Paraguayan officials, attributed to the Bolsonaro years and closed 27 March 2023 ([Infobae/EFE, 4 April 2025](https://www.infobae.com/america/agencias/2025/04/05/partidos-critican-a-pena-por-suspender-negociacion-de-itaipu-con-brasil-y-piden-acelerarla/); [Foreign Policy, 10 July 2025](https://foreignpolicy.com/2025/07/10/itaipu-dam-brazil-paraguay-spy-hack-scandal-energy-lula/)). Opposition parties called the pause a delay. Quote those wires. Do not invent a unique later megawatt integer as Contribution.size. Luiz Inácio Lula da Silva is the live counterpart. Jair Bolsonaro is live on the 2022 neighbourhood.

ABC Color recorded confrontations over Ueno shareholdings, a mansion, and helicopter use. A January 2025 luxury-expenses investigation sat as neighbouring speech. An April 2025 announcement that he had sold Ueno shares is neighbouring ethics weather. They are not stored here as a unique later asset coefficient.

## Documented benefits

The offsets that a commissioned-positive portrait would lead with are real where dated. The 30 April 2023 contest produced a Colorado win and a 15 August oath. Joint PCC-related deportations and Operation Sumar sit as neighbouring security instruments. They do not rebate Law 7363.

## Contributions and limits of responsibility

He enacted Law 7363. The foreign ministry suspended Annex C talks. Cartes remains unresolved. Sharing a Colorado brand with Cartes is not a reason to drop Peña-dated rows. Sharing an Itaipú table with Lula is not a reason to hang Brazilian CNE nights as his.

## Causal chain through facts

15 August 2023 strengthens transfer as a completed oath and initiates Colorado continuity. 15 November 2024 weakens civic space. April 2025 strengthens polarisation on the Itaipú file. None hang on [territorial-revisionism](/drivers/territorial-revisionism), ukraine-war, or Soviet-scope rows.

## What the score does not say

This page does not promise an exact number. Direction on the NGO statute is negative. Horacio Cartes and Mario Abdo Benítez remain names on this file, not invented biographies.

### Law 7363 put civil-society financing under a more restrictive state framework

Santiago Peña’s government enacted Law 7363 in November 2024, creating new reporting and registration requirements for organisations receiving or managing funds. Civil-society groups argued that the measure could be used to stigmatise or constrain NGOs, especially organisations working on rights, transparency and public-interest litigation. The [CIVICUS Monitor](https://monitor.civicus.org/explore/president-enacts-controversial-law-restricting-civil-society/) records the enactment and the criticism that the law expanded government oversight while Paraguay already had legal mechanisms for financial accountability. The political significance lies in the timing and design rather than the existence of disclosure rules alone: Peña signed the law on 15 November 2024 while rights groups were warning about threats and pressure on civic actors. Article 7 created a mandatory national registry, while Articles 15–18 imposed additional financial and operational reporting duties; CIVICUS noted that Paraguayan NGOs were already subject to more than 13 types of registration. The consequence is a measurable institutional trade-off. Supporters can point to transparency and anti-money-laundering rationales, while critics can point to additional compliance burdens and the risk that discretionary enforcement chills organisations that scrutinise the governing Colorado Party.

### Itaipú negotiations became a sovereignty and energy-policy test

Paraguay’s relationship with Brazil over the Itaipú hydroelectric dam became another defining file. In April 2025, opposition parties criticised Peña after he suspended negotiations over Annex C of the Itaipú treaty; [Infobae](https://www.infobae.com/america/agencias/2025/04/05/partidos-critican-a-pena-por-suspender-negociacion-de-itaipu-con-brasil-y-piden-acelerarla/) reported demands that the government resume talks because the tariff, energy allocation and revenue terms affect Paraguay’s public finances and industrial strategy. The dispute intensified after revelations that Brazilian intelligence had conducted cyber operations connected to Itaipú negotiations, a controversy examined by [Foreign Policy](https://foreignpolicy.com/2025/07/10/itaipu-dam-brazil-paraguay-spy-hack-scandal-energy-lula/). Peña therefore faced two linked responsibilities: defending Paraguay’s bargaining position after an alleged espionage episode and avoiding an indefinite freeze in negotiations over the binational asset. Itaipú is not a symbolic foreign-policy issue; decisions on price, surplus electricity and long-term treaty terms feed directly into state revenue, power costs and the country’s ability to attract electricity-intensive investment.
