# Abiy Ahmed

## The power he actually held

Abiy Ahmed has been prime minister of Ethiopia since 2 April 2018. The House elects the prime minister. The ENDF still has a general staff. Regional presidents and militias still exist. He is powerful enough to order a northern campaign. He is not the unique author of an OHCHR page or of an IMF board minute.

## What went wrong, and what is proven

The sharpest welfare cost is the [4 November 2020 Tigray operation](/facts/et-tigray-offensive-2020). He announced a law-enforcement campaign after the TPLF attacked the Northern Command. Communications, banking and electricity were cut. That is a completed siege instrument, not a unique first-week body-count. The [OHCHR–EHRC joint investigation](/facts/et-ohchr-ehrc-tigray-2021) found reasonable grounds for war crimes and crimes against humanity by federal forces, Eritrean forces, and Tigrayan forces. A joint report is not a completed ICC conviction of the prime minister. It is still an oversight finding about a war his government prosecuted.

The [November 2021 state of emergency](/facts/et-national-soe-2021) and the [August 2023 Amhara emergency](/facts/et-amhara-soe-2023) are completed security statutes. The 2021 and 2026 parliamentary votes without Tigray are completed exclusion events. The [Somaliland MoU](/facts/et-somaliland-mou-2024) of 1 January 2024 is a completed sea-access bargain that Somalia called aggression. Fano fighting after attempted disarmament is a later northern file. Prosperity Party centralisation after EPRDF’s dissolution is a political-structure path, not a rumour.

## What improved, and how far

[GERD inauguration](/facts/et-gerd-inauguration-2025) on 9 September 2025 is a completed power plant; Egypt’s protest is stored as a neighbouring diplomatic cost, not as a finding that Ethiopian households gained no megawatts. The [Ankara declaration](/facts/et-ankara-declaration-2024) walked the Somaliland MoU back toward Mogadishu.

## Shared responsibility, and what the score does not say

The score does not say that every Tigrayan death is a personal homicide count. It does not say that a Nobel rebates 2020. It does not convert GERD megawatts into a Nile legal victory over Cairo. Confidence is high on PMO and AU texts, and medium where Eritrean units, Fano, TPLF remnants, and later displacement series sit between a signature and a welfare indicator.
