# Ursula von der Leyen

## The power she actually held

Ursula von der Leyen has run the European Commission since 1 December 2019. The European Parliament elected her in July 2019 and again in July 2024. The President assigns portfolios, sets the work programme, and speaks for the College. She does not cast the Council’s votes and she does not enact Union law alone.

That limit is the first fact about her power, not a courtesy. The second is that agenda-setting still moves welfare. A Commission that proposes climate law, recovery debt, vaccine contracts, gas terminals, and border procedures is not a secretariat. The live score is strongly positive because climate statute, recovery finance, forest rules, and later industrial-climate laws currently outweigh the documented harms — opacity, fossil lock-in, tighter asylum rules — which remain on the record.

## What went wrong, and what is proven

The sharpest official finding against her personally is not a newspaper leak. On 12 July 2022 the [European Ombudsman](https://www.ombudsman.europa.eu/en/decision/en/158295) closed case 1316/2021/MIG with a finding of maladministration. The Commission had not registered or searched text messages between the President and Pfizer’s chief executive about COVID vaccine purchases. The Court of Auditors later examined the same procurement. Neither document is a bribery conviction. Both are public accountability records. They strengthen distrust of immunization authorities without claiming that measles coverage fell because of one inbox.

The [asylum and migration management regulation](/facts/eu-asylum-migration-management-regulation-2024) of 14 May 2024 is the core of the Pact. Official texts speak of screening, solidarity, and faster procedures. UNHCR and Amnesty described reduced access to protection. The event is the adoption.

REPowerEU, presented on 18 May 2022, is one plan with two mechanisms. Faster renewables and permitting strengthen [renewable-capacity buildout](/drivers/energy-renewable-buildout). New LNG infrastructure and emergency fuel tools strengthen [fossil-fuel subsidies](/drivers/energy-fossil-fuel-subsidies). Splitting the plan into two events would be padding. Splitting the mechanisms is required.

Earlier, as German defence minister, she left office under a consultants scandal that a Bundestag inquiry examined. That record is relevant to procurement competence. It is not re-tried here as a Commission Fact.

Unfinished prosecutorial work around the Pfizer contract stays unfinished. An investigation is not a judgment. Treating it as a completed welfare event would be the same error as treating a speech as a statute.

## What improved, and how far

The [European Green Deal](/facts/env-fact-eu-green-deal-launch-2019) of 11 December 2019 was a programme. The statute arrived on 30 June 2021 as [Regulation (EU) 2021/1119](/facts/eu-european-climate-law-adopted-2021). Climate neutrality by 2050 and a net 55 percent cut by 2030 became binding Union law. Frans Timmermans ran the daily climate file. Von der Leyen owned the priority. [Decarbonization policy](/drivers/env-decarbonization-policy) is the mechanism, with lags through Fit for 55 and national energy plans toward [CO2 per capita](/indicators/env-co2-emissions-per-capita-global), [renewable electricity](/indicators/energy-renewable-electricity-share-global), and [PM2.5 exposure](/indicators/env-pm25-air-pollution-exposure-global).

The [Recovery and Resilience Facility](/facts/eu-recovery-and-resilience-facility-2021) is different. Heads of state agreed the envelope in July 2020. The Commission proposed and now assesses national plans. The path weakens [cost-of-living pressure](/drivers/econ-cost-of-living-pressure). It does not say inflation vanished.

The [2020 Vaccines Strategy](/facts/eu-vaccines-strategy-2020) later supplied member states at scale after a slow start. That is a gain for [immunization investment](/drivers/ph-immunization-investment). It sits beside the Ombudsman finding rather than cancelling it.

Three later statutes complete the legal spine. Budget conditionality makes payments sensitive to rule-of-law breaches. The [Digital Markets Act](/facts/eu-digital-markets-act-2022), a 2019 guideline priority executed with Margrethe Vestager, tightens [gatekeeper rules](/drivers/tech-digital-rights-regulation). The [deforestation regulation](/facts/eu-deforestation-regulation-2023) attaches due diligence to cattle, cocoa, coffee, palm oil, soya, rubber, and wood.

Ukraine policy is collegial and unfinished. Candidate status, the Temporary Protection Directive, and later accession talks involved the Council and member states as much as the President. They matter. They do not wash out the procurement and border record.

## Who decided what

A useful rule: she is responsible for what the Commission proposed, presented, or refused to record; Parliament and Council are responsible for what they enacted; member states are responsible for what they implemented. [Charles Michel](/people/charles-michel) chaired the European Council through the recovery bargain. [Olaf Scholz](/people/mig-olaf-scholz) and [Emmanuel Macron](/people/emmanuel-macron) sat in that room. [Viktor Orbán](/people/mig-actor-viktor-orban) fought conditionality. [Volodymyr Zelenskyy](/people/volodymyr-zelenskyy) is the counterpart on Ukraine, not a subordinate. Albert Bourla is the corporate counterpart on the vaccine texts. Angela Merkel made her a federal minister and later a Commission candidate. Those are specific relations, not a party list.

## Why the live score is still positive

The influence score is an open sum of reviewed paths, not an editorial grade. Climate law, recovery money, forest rules, and gatekeeper duties currently pull it up by more than the Ombudsman finding, gas lock-in, and the 2024 migration regulation pull it down. Those cost paths remain on the record. They do not currently dominate the weights. Confidence is highest on legal texts and the Ombudsman decision, and lower where national absorption and security trade-offs sit between Brussels and a household, a forest, or a border.

The conclusion is limited and checkable. She converted a climate programme into binding law and built a common recovery instrument. She also left a documented hole in vaccine-procurement records, expanded fossil-gas infrastructure while preaching energy independence, and enacted a migration pact whose main measured effect is tighter control. In the current formula those costs do not outweigh the enacted climate, recovery, forest and industrial-climate statutes. That is the presidency the public record currently supports.
