# Vladimir Lenin

## The power he actually held

Vladimir Lenin chaired Sovnarkom from November 1917 until illness, and led the only legal party. The power that matters is decrees and congress resolutions, not the later mausoleum.

The first limit is coalition and war. Left SRs sat in Sovnarkom until July 1918. Germany still had an army. The second limit is documentary. Sovnarkom files show instruments; they do not reconstruct every raid. Both limits are reasons to be precise. They are not reasons to treat the Cheka as a rumour. A third limit is the body: strokes in 1922–23 removed him from daily control while the Testament was being dictated. Illness is not innocence and not a later alibi for 1921.

The party’s 1919 programme, which he reported, said the party leads the soviets. That sentence is more important than later portraits. It is why a congress resolution could outrank a paper constitution, and why dispersing an assembly elected in November 1917 was treated as orthodox rather than as a coup against himself.

## What went wrong, and what is proven

The [Cheka](https://www.britannica.com/topic/Cheka) of 20 December 1917 and the [Red Terror decree](https://www.marxists.org/history/ussr/government/1918/09/05.htm) of 5 September 1918 are official extra-judicial instruments. Dispersal of the Constituent Assembly on 19 January 1918 ended the only nationwide 1917 election. Prodrazvyorstka of January 1919 stripped grain. Kronstadt was stormed in March 1921 while the Tenth Congress banned factions. Tambov’s 1921 orders authorized hostages and gas. The 23 February 1922 valuables decree and Lenin’s 19 March letter used famine to smash clergy.

Brest-Litovsk of 3 March 1918, published at [Avalon](https://avalon.law.yale.edu/20th_century/bl34.asp), was a punitive separate peace he forced through. Bank nationalization and Glavlit built command and censorship. The 1921–22 famine was officially admitted; foreign relief was allowed after the damage.

## What improved, and how far

The Decree on Land aligned the regime with peasant seizures. The Decree on Peace opened an exit from the World War, later paid at Brest. GOELRO in December 1920 is an electrification plan. NEP in March 1921 replaced requisition with a tax in kind. Likbez and the 1918 family code are legal-educational instruments. The Testament of December 1922 is a written warning about Stalin’s secretariat — later withheld, a Stalin Fact. Recognition of Finland, church-state separation, the eight-hour day, and the Gregorian calendar are administrative-rights instruments with real limits. They still belong on the ledger beside terror, not instead of it.

## Shared responsibility, and what the score does not say

Trotsky organized October and Kronstadt’s military side. Dzerzhinsky ran the Cheka. Tukhachevsky stormed Kronstadt and Tambov. Kamenev and Zinoviev opposed April then October. The graph names them. It still names the man who set the line.

The score does not say that Lenin designed 1937. It does not say that the Assembly would have fed Petrograd. It does not treat NEP as a confession that October was a mistake, or as a permanent private order. Confidence is high where Collected Works and Avalon publish a text, and medium where civil war, drought, and local terror sit between the signature and a welfare indicator. A founder who both writes a literacy decree and a terror decree is exactly the kind of mixed record the formula is for. Collapsing him into only NEP or only Cheka is campaign work, not a dossier. The eight-hour day and Finland’s recognition do not wash Kronstadt; they also should not be deleted because Kronstadt exists.
