# Vladimir Putin

## The power he actually held

Vladimir Putin has been president of Russia since 7 May 2012, after an earlier presidency from 2000 to 2008 and a premiership from 2008 to 2012. Article 80 of the Russian constitution makes the president head of state and, in wartime, the organiser of the Security Council and commander-in-chief. It does not make him the author of a Dutch court judgment or of a Council regulation in Brussels.

## What went wrong, and what is proven

The sharpest welfare cost is the [24 February 2022 invasion address](/facts/ru-invasion-ukraine-2022). He announced a “special military operation.” The UN General Assembly later deplored the aggression. He is not every tank crew. He is the incumbent who ordered the operation. Two days earlier he [recognised the Donetsk and Luhansk proxies](/facts/ru-recognize-dnr-lnr-2022), the act Germany cited when it [halted Nord Stream 2 certification](/facts/de-nord-stream-2-halt-2022).

[Partial mobilisation](/facts/ru-partial-mobilization-2022) on 21 September 2022 is a completed manpower decree. [Annexation claims](/facts/ru-annexation-four-regions-2022) on 30 September are a completed Kremlin ceremony over partly occupied oblasts; they are not a UN membership card. The [grain-corridor exit](/facts/ru-grain-deal-exit-2023) in July 2023 ended a food-security instrument he had signed. [Wartime censorship statutes](/facts/ru-war-censorship-2022) criminalised calling the operation a war. The [2020 constitution reset](/facts/ru-constitution-reset-2020) zeroed prior terms.

[Navalny’s imprisonment after his 2021 return](/facts/ru-navalny-return-prison-2021) is a completed court-and-FSIN path. His [death in an Arctic colony](/facts/ru-navalny-death-2024) is a dated FSIN report, not a completed homicide verdict against the president. The [ICC warrant](/facts/ua-deported-children-documentation) of 17 March 2023 names him on reasonable grounds over unlawful deportation of children; a warrant is not a conviction. [Crimea 2014](/facts/ru-crimea-annexation-2014) and [Georgia 2008](/facts/ru-georgia-war-2008) are earlier interstate uses of force. [Syria 2015](/facts/ru-syria-intervention-2015) is a completed air-war decision in someone else’s civil war.

## What improved, and how far

The 2000s fiscal files are real. The [13 percent personal-income tax](/facts/ru-flat-tax-2001) is an enrolled tax-code change. [IMF debt repayment](/facts/ru-imf-debt-repaid-2005) closed a creditor file. [Maternity capital](/facts/ru-maternity-capital-2006) is a completed family-benefit statute. SORT and [New START](/facts/ru-new-start-2010) are arms-control instruments; the latter was signed by Medvedev while Putin was premier. [WTO accession](/facts/ru-wto-accession-2012) is a protocol. [Sputnik V registration](/facts/ru-sputnik-v-2020) is a health-ministry authorisation, not a global coverage rate. [Power of Siberia](/facts/ru-power-of-siberia-2019) is a completed pipeline start of gas. The [Black Sea Grain Initiative](/facts/sec-fact-bsgi-signed-2022) is a dated signature that later collapsed when he walked away.

## Shared responsibility, and what the score does not say

The score does not say that every Ukrainian death is a personal homicide count. It does not say that a 2001 tax code rebates a 2022 invasion. It does not convert a CEC tally into a competitive election. Confidence is high on Kremlin texts and enrolled laws, and medium where the general staff, FSIN colonies, Gazprom dispatchers, and ICC chambers sit between a signature and a welfare series.

Related people on this page are counterpart presidents, an imprisoned opponent, a Wagner owner, a Syrian client, and Union leaders who actually shared files: Zelenskyy, Xi, Trump, Biden, Lukashenko, Navalny, Prigozhin, Assad, Macron, Merkel, Orbán, von der Leyen.

A president is powerful enough to own those decrees. He is not powerful enough to be the unique author of the ICC, the UNGA, or a Dutch district court, and the dossier keeps that line visible.

The 2022 cluster is several dated instruments, not one mood. Recognition of proxies, the invasion address, censorship statutes, mobilisation, and annexation claims are different events. Treat them as texts. Treat grain as a corridor that existed and then did not. Treat Sputnik as a registration, not as a health system. If those distinctions feel pedantic, they are the alternative to a rally and the alternative to a cartoon.

### What did Russia strike in Kharkiv and Zaporizhzhia on 5–6 October 2026?

Russian attacks on 5–6 October 2026 added two civilian-impact episodes to Vladimir Putin's wartime command record. On 5 October, guided aerial bombs hit Kharkiv's Slobidskyi district, killing six people and injuring 59, including three children, while fires and damage affected residential buildings. The event belongs in the continuing [Ukraine war](https://factrail.ai/drivers/ukraine-war) record and follows the wider invasion documented by the [2022 invasion fact](https://factrail.ai/facts/ru-invasion-ukraine-2022).

On 6 October, a Russian drone struck a road bridge over the Dnipro in Zaporizhzhia. Five people were reported injured, including two Ukrainian Red Cross workers, aged 43 and 54, who were on their way to work. The bridge strike therefore carries a distinct humanitarian dimension in addition to its military significance: aid personnel were among those harmed while civilian transport was interrupted.

Putin's attribution here is at the level of commander-in-chief responsibility for Russia's continuing air campaign, not a claim that public evidence shows he personally selected either target. The dated facts preserve that distinction while documenting the civilian consequences of the campaign.

### Latest developments (2026-10-14)

At least six people were killed and parts of Kyiv lost power on 14 October 2026 when Russia launched another large attack on Ukrainian energy and civilian infrastructure, days after US [President Donald Trump](/people/mig-donald-trump) promoted an energy ceasefire. Al Jazeera, citing Ukrainian officials and news agencies, reported the deaths and emergency power cuts; Russia's Defence Ministry described its own operation as a "massive" strike on communications and energy infrastructure. Ukrainian officials reported further strikes and casualties in Dnipropetrovsk, Zaporizhzhia and other regions.

For President Vladimir Putin, the contradiction is the gap between the public idea of an energy ceasefire and Russia's continuing conduct. The Kremlin had not publicly confirmed the arrangement Trump described, while Russian forces kept hitting the infrastructure the pause was supposed to protect. The human effect was immediate: deaths, damaged homes and renewed electricity cuts in Kyiv as colder weather approaches.

Moscow also reported large Ukrainian drone attacks on Russian territory, including drones directed toward Moscow. That matters to the military picture but does not alter Russia's responsibility for its own strikes. Russia's strongest defence is that it is hitting military-supporting infrastructure in an active war; Ukraine says the attacks deliberately target energy systems and civilians pay the price. What comes next: whether Russia changes its strike pattern or the announced pause remains a one-sided political statement.
