# William Ruto ## The power he actually held William Ruto has been president of Kenya since 13 September 2022. Article 131 of the 2010 Constitution makes the president head of state and government and commander-in-chief. It does not make him the author of an IEBC gazette, a Supreme Court slip, or a UN Security Council text. Parliament still has to pass money bills. County governments still run most hospitals. ## What went wrong, and what is proven The sharpest household cost is the [Finance Act 2023](/facts/ke-finance-act-2023-assent). He assented on 26 June 2023. The housing levy and higher PAYE bands are enrolled. [KRA collection of the levy](/facts/ke-housing-levy-collection-2023) began after a Court of Appeal stay was lifted. The High Court later found the levy lacked a proper framework; the [Affordable Housing Act 2024](/facts/ke-affordable-housing-act-2024) put it back on a dedicated statute. A levy is not a completed house. [25 June 2024](/facts/ke-parliament-protest-killings-2024) is a completed lethal-force file. Protesters stormed Parliament after the National Assembly passed the [Finance Bill 2024](/facts/ke-finance-bill-2024-passed). KNCHR recorded deaths. The same night he called the breach treasonous and [brought in the Kenya Defence Forces](/facts/ke-ruto-treason-kdf-2024). The next day he [withdrew the bill](/facts/ke-finance-bill-2024-withdrawn). Withdrawal is not a finding that the rifles were authorised as a unique homicide count. [Documented abductions](/facts/ke-gen-z-abductions-2024) in the following weeks are an oversight record, not a completed criminal verdict against the president. The [SHA cutover](/facts/ke-sha-cutover-2024) on 1 October 2024 replaced NHIF on a date the Ministry of Health named. Hospitals and patients reported disruption. Four commissioners dissented at Bomas; the court still upheld the result. The inauguration is a scheduled transfer. It does not say that a KNCHR death tally is a completed murder verdict. It does not convert a US state dinner into a Kenyan hospital. Confidence is high on gazettes and enrolled laws, and medium where NPS units, SHA contractors, and IMF reviews sit between a signature and a welfare series.
