What this driver is

Akhannouch billionaire PM is one continuing Moroccan mechanism: the Akwa Group billionaire and RNI leader whom King Mohammed VI appointed prime minister-designate on 10 September 2021 after RNI won the 8 September election, and whose government the king appointed on 7 October 2021 as a RNI–PAM–Istiqlal cabinet. It is a mechanism, not a liberal-reform brochure and not a territorial-revisionism row.

It is not Ukraine. Neighbouring mechanisms — political-polarization, fuel-price — can move with this file or against it. They do not replace it. A 2016 RNI leadership speech is not this node. This node is 10 September 2021 and 7 October 2021.

The mechanism interacts with fuel-price politics because Akwa sits in energy. Reinforcement is obvious when the same person is both group owner and PM. Offsetting is the claim that 2011 constitution appointment-from-the-winner rebates conflict of interest. The billionaire still took the oath. That date stays.

The strongest competing view is that unseating PJD is democratic alternation. The king still appointed a billionaire RNI leader. That date stays.
