The normal line moves over time; readings above it are better than normal, below it worse.

About this indicator

Euro-area inflation accelerated from exceptionally low readings before the pandemic to 8.4% in 2022, then slowed to 2.1% in 2025. Inflation falling does not mean consumer prices reverted to their 2021 levels. Households face uneven purchasing-power losses when wages and benefits adjust slowly. Inflation close to the ECB's two-percent medium-term target is not mechanically 'better' for every household. All-items Harmonised Index of Consumer Prices, annual average percentage change, euro area. A calendar-year average rate compares average CPI-index levels over calendar years, not simply December against December. Euro-area membership changed from EA19 during 2015–2022 to EA20 from 2023, so the aggregate's coverage evolves; this is the standard changing-composition euro area, not a fixed-country-weight backcast. Eurostat replaced legacy prchicpaind with prchicpainr; check new vintage for any statistical revision. Public authorities can affect this indicator through legislative, budgetary and regulatory measures, while private households and firms respond to changing incentives. The indicator is an outcome, not a causal identification method. Who benefits and who pays depends on contract terms, wages, prices, taxes and access to services. A single statistic cannot quantify the full distributional effect of policy; relevant subgroup and complementary measures must be checked. The time series supplies the documented historical observations for that scrutiny. The ECB can influence aggregate inflation through rates but cannot produce imported energy or change every retail price. Review HICP components, real wages, member-state dispersion and changes in taxes before attributing inflation entirely to monetary decisions. | Year | % | | --- | ---: | | 2015 | 0.0 | | 2016 | 0.2 | | 2017 | 1.5 | | 2018 | 1.8 | | 2019 | 1.2 | | 2020 | 0.3 | | 2021 | 2.6 | | 2022 | 8.4 | | 2023 | 5.4 | | 2024 | 2.4 | | 2025 | 2.1 | - Eurostat HICP annual average rates, legacy prchicpaind - Eurostat replacement HICP annual inflation table - European Central Bank 2025 annual review Related driver: Euro-area energy shocks, inflation expectations and ECB policy.
