About this indicator
ILO-defined unemployed people aged 15–74 as percentage of active labour force, calendar annual average, total sexes; euro-area aggregate with membership changes from EA19 to EA20 after 2022. This is not EU27 unemployment or an unemployment-benefit claimant count. Lower unemployment can improve earnings and revenue while regional and youth joblessness remain uneven. Participation changes can lower the measured rate without equivalent new employment. Policy choices can shape the conditions surrounding this measure but do not mechanically control its value. Distinguish the direct legal decision-maker from administrative implementers, employers, consumers and affected communities. Changes in this statistic may benefit some stakeholders while increasing costs for others. Relevant human consequences include purchasing power, housing availability, jobs, fiscal capacity and national security, as appropriate to the specific measured outcome. The rate or total alone is not a causal assessment, and distributional claims require supplementary data. The strongest alternative interpretation is that changes in the series may reflect economic composition, revision policy, demographic shifts or denominator effects instead of the headline intervention commonly associated with the trend. The indicator remains useful as a documented descriptive outcome but should be read alongside primary series that identify channels and changes in policy or statistical definitions. Monitor revisions and comparable measures before attributing benefits or costs to political actors. | Year | % | | --- | ---: | | 2017 | 9.1 | | 2018 | 8.2 | | 2019 | 7.6 | | 2020 | 8.0 | | 2021 | 7.8 | | 2022 | 6.8 | | 2023 | 6.6 | | 2024 | 6.4 | | 2025 | 6.4 | - Eurostat tps00203 annual unemployment - Eurostat unerta annual harmonised rate Related driver: Euro-area hiring, productivity and ECB monetary policy.
