2023 Gaza war ceasefire

A Qatar- and Egypt-mediated arrangement provided for a four-day halt, release of hostages and Palestinian prisoners, and increased humanitarian aid.

Report

Israel and Hamas announced agreement on 22 November 2023 to a temporary pause in fighting and an exchange of hostages held in Gaza for Palestinian prisoners held by Israel. Qatar and Egypt mediated the arrangement with support from the United States.

The initial terms provided for a four-day pause, release of at least fifty women and children among the hostages, release of Palestinian women and minors from Israeli prisons, and increased entry of humanitarian aid. Additional releases could extend the pause under the agreed formula.

Agreement was not the same as immediate implementation. The pause began on 24 November after operational details were completed. Lists, identity checks and timing created repeated uncertainty, and each released person retained an individual history not captured by an aggregate exchange ratio.

Hostage-taking is prohibited under international law. The category of Palestinian prisoners included people held under different legal circumstances, including some without conviction; describing all of them as one type would be inaccurate. The arrangement did not adjudicate allegations against any individual.

This record captures the negotiated decision, distinct from the first day of the pause and later releases. It was a limited humanitarian and diplomatic measure, not a permanent ceasefire or peace agreement. Fighting resumed after extensions ended, demonstrating why the scope stated on 22 November must remain precise. International mediators continued negotiations beyond the announced initial term.
