January 2025 Gaza war ceasefire

Qatar, Egypt and the United States announced a phased arrangement for a ceasefire, hostage-prisoner exchanges, aid and negotiations on a permanent end to fighting.

Report

Mediators announced on 15 January 2025 that Israel and Hamas had reached a phased ceasefire and hostage-release agreement for the Gaza war. Qatar, Egypt and the United States said the first phase would begin on 19 January after final approvals and operational preparations.

Initial terms provided for a six-week ceasefire, release of thirty-three Israeli hostages in exchange for Palestinian prisoners, withdrawal of Israeli forces from populated areas and increased humanitarian aid. Later phases were intended to address remaining hostages, a permanent end to fighting and reconstruction.

Announcement did not mean the ceasefire was already in force. Israeli cabinet approval, publication of prisoner lists and detailed implementation remained necessary, and attacks continued before the start time. Keeping these stages separate prevents a negotiated promise from being reported as immediate protection.

Hostage-taking is unlawful, while Palestinian detainees and prisoners held different legal statuses and charges. An exchange ratio does not make individuals equivalent or decide allegations against them. Civilian needs in Gaza also extended far beyond the number of aid trucks specified.

Mediator and party statements establish the agreement. This record captures the diplomatic breakthrough, separate from entry into effect four days later and from disputes over later phases. It describes a defined arrangement rather than a final peace settlement or proof that every condition would be fulfilled.
