Russian election commission declares Vladimir Putin winner of presidential vote

Published Factrail editorial research

2024 Russian presidential election

The official result granted Putin another term after a tightly controlled election held without genuine competition and extended into occupied parts of Ukraine.

Report

Russia's Central Election Commission declared Vladimir Putin the winner of the presidential election that concluded on 17 March 2024. Official figures gave him an overwhelming majority and a new six-year term after constitutional changes had reset limits on his candidacy.

The vote took place amid severe restrictions on opposition, media and protest. Prominent critics were imprisoned, exiled, disqualified or dead, including Alexei Navalny a month earlier. International observers and democratic governments said voters lacked a genuine competitive choice.

Russian authorities also organized voting in Ukrainian territories under occupation, which Ukraine and the United Nations rejected as having no legal validity. Those ballots should not be reported as ordinary participation by internationally recognized Russian regions.

The commission's count establishes what the Russian state certified; it does not independently validate campaign fairness, coercion or every turnout figure. Public employees and residents faced reported pressure, while authorities denied systematic manipulation. Evidence about particular irregularities should be attributed and geographically specific.

This News item uses “declares” to preserve the institutional act and its constraints. It does not erase the official result, nor does it treat it as equivalent to an open plural election. Inauguration followed in May, a separate constitutional step after the controlled vote.

Voting stretched over three days and included online ballots in some regions, both of which drew monitoring concerns. Administrative convenience does not answer whether secrecy, coercion and verification met standards for a competitive election.
