World Health Assembly adopts WHO Pandemic Agreement
Published Factrail editorial research

Member states approved a treaty framework for pandemic prevention, preparedness and response after more than three years of negotiation.
Report
The World Health Assembly adopted the WHO Pandemic Agreement by consensus on 20 May 2025 after more than three years of negotiations triggered by the COVID-19 crisis. The text established principles and obligations for prevention, preparedness, health-system resilience, research, supply chains and international cooperation.
The agreement sought more equitable access to vaccines, therapeutics and diagnostics and created a framework for a pathogen access and benefit-sharing system. A separate annex with operational details still required negotiation before the agreement could open for signature and ratification under its terms.
Adoption did not give WHO authority to impose lockdowns, vaccination mandates or domestic laws. Member states retained sovereign authority over national health policy, while treaty obligations would bind only through consent and ratification under applicable constitutional processes.
The United States was in the process of withdrawing from WHO and did not participate in the final consensus in the same way as continuing members. Differences over technology transfer, finance and benefit sharing remained relevant to implementation.
The Assembly record establishes the adopted text and date. This item records a major multilateral agreement without calling it immediately in force or operationally complete. It separates political adoption from the later annex, signatures and ratifications needed to create binding obligations for individual states.
The agreement also addresses workforce development and production diversification, reflecting lessons from export restrictions during COVID-19. Those aims must later be measured through facilities, contracts and equitable access rather than the vocabulary of solidarity alone.
