The Council of the European Union is one of the EU's two main legislative bodies, representing member-state governments through national ministers who meet in configurations according to the policy area. Its presidency rotates among member states on a fixed schedule. Together with the European Parliament, the Council adopts EU legislation and the budget, usually acting on proposals from the European Commission. On migration and asylum, the relevant ministerial configuration negotiates and votes on common rules, including measures on borders, asylum procedures, and cooperation among member states. The Council also coordinates national policies and concludes international agreements. It is distinct from the European Council and the Council of Europe, and it does not itself initiate legislation, which remains the Commission's prerogative under the treaties.
