The Government of Estonia is the executive authority of the Republic of Estonia, a parliamentary democracy in Northern Europe and a member of the European Union and NATO. It is led by a Prime Minister and a Cabinet of ministers accountable to the Riigikogu, the national parliament. Estonia is internationally recognised for its programme of digital governance, often referred to as e-Estonia, under which a large share of public services, including digital identity, online voting, tax filing, and health and business registries, are delivered electronically. The government has developed shared data-exchange infrastructure and a national electronic identity system. Its activities in this area are matters of established public record, while assessments of outcomes vary among observers.
