Net harmfulFormula-derived score

The through-line is a PPP patronage presidency inside military-tutored coalition politics: a contested 2003 Geneva money-laundering sentence later set aside, a 2024 return after a disputed poll, and assent to the 26th Amendment. shehbaz sharif is the live prime minister. Bilawal Bhutto Zardari is unresolved. The largest negative contribution to the formula-derived score is “Electoral college elects Asif Ali Zardari president with 411 votes against Achakzai’s 181” (2024).

Editorial assessment (context, not the score)

The heaviest documented costs sit on hybrid return and judicial redesign, not on a personality adjective.

First, the 26th Amendment. On 21 October 2024 he assented after Senate then National Assembly passed a rewrite that lets a parliamentary committee pick the chief justice from the three most senior judges. Shehbaz Sharif advised the assent. The International Commission of Jurists called the amendment a blow to independence (ICJ (opens in a new tab); Dawn (opens in a new tab)). Drafts were secret. Opponents alleged intimidation of MPs. The Assembly vote is the live prime minister’s row. The assent is this one.

Second, 2024 return and the Swiss file. On 9 March 2024 the electoral college elected him 411–181; he took oath on 10 March (Reuters (opens in a new tab)). PTI called the presidential election unconstitutional; that claim stays allegation. A Geneva court sentenced him on 5 August 2003 for money laundering; the verdict was set aside on appeal; Swiss authorities closed the file in August 2008 after Pakistan withdrew. That is contested court-class, not a unique remaining theft integer.

Bilawal Bhutto Zardari remains unresolved. Confidence is high on ECP arithmetic, Gazette assent, and ICJ, and medium where GHQ sits between a coalition bargain and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Asif Ali Zardari has been president of Pakistan since 10 March 2024, after an electoral-college vote of 411 to 181 on 9 March. He was president from 2008 to 2013. He is Benazir Bhutto’s widower. Benazir is deceased and is named in prose. Bilawal Bhutto Zardari is unresolved. This run does not mint him. Shehbaz Sharif is the live coalition prime minister. This run references him.

The presidency is largely ceremonial. It still assents to Acts, including constitutional amendments. That limit is the first fact about his 2024 power. The second is that the 2024 return sits inside a PML-N–PPP coalition after a February general election PTI called stolen. The stolen-majority claim stays allegation, not a completed judgment.

The judicial file is gazetted. On 20 October 2024 Shehbaz Sharif’s cabinet approved the 26th Amendment bill. Senate passed it that evening; National Assembly passed it in the early hours of 21 October; Zardari assented the same day on the prime minister’s advice (Dawn (opens in a new tab); The News (opens in a new tab)). ICJ called the amendment a blow to judicial independence. A two-thirds vote plus presidential assent is a completed constitutional act. It is not a finding that every later bench is packed. The Assembly vote remains on the live prime minister’s page. This page stores the assent.

The 2024 return is official. The Election Commission of Pakistan declared him winner with 411 votes against Mehmood Khan Achakzai’s 181 (Dawn (opens in a new tab); Reuters (opens in a new tab)). Cabinet Division gazetted the 10 March oath. PTI’s chairman called the presidential election unconstitutional. That claim stays allegation. Coalition with PML-N and establishment backing are neighbouring hybrid weather.

The Swiss file is court-class and contested. On 5 August 2003 a Geneva judge sentenced him and Benazir Bhutto in absentia for money laundering tied to cargo-inspection kickbacks. The Inter-Parliamentary Union recorded the sentence. The verdict was set aside on appeal. In August 2008 Geneva’s prosecutor closed the file after Pakistan withdrew as civil party and unfroze about $60 million (Reuters (opens in a new tab)). That close sits in the National Reconciliation Ordinance neighbourhood. Pakistan’s Supreme Court voided the NRO in 2009. This page stores the 2003 sentence as a contested instrument, not a unique remaining theft coefficient and not plus-padding of 21 October 2024. A 2018 fake-accounts JIT allegation is not stored as a completed conviction.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A ceremonial presidency is procedure. Coalition brokerage that averted an immediate Assembly deadlock is neighbouring political weather, not a rebate of the 26th Amendment. The 2008–13 first presidency completed a five-year term; that is neighbouring identity, not a 2024 civic opening.

Contributions and limits of responsibility

He accepted the 9 March 2024 electoral-college election and took the 10 March oath. He assented to the 26th Amendment. Shehbaz Sharif chaired cabinet and sent advice. Parliament passed. GHQ’s extra-constitutional weight is neighbouring. Sharing a coalition is not a reason to drop the assent row and not a reason to steal the Assembly-vote row. February 2024 shutdown is not converted into his presidential Contribution. He did not sit as the Geneva judge in 2003.

Causal chain through facts

5 August 2003 is a contested patronage-court instrument, later set aside and closed. 9 March 2024 is hybrid return to the presidency after a disputed poll. 21 October 2024 strengthens judicial-independence erosion by completing the 26th Amendment with assent. He is not a Ukraine co-belligerent. He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on the judicial-assent cluster is negative. A later repeal or a genuine competitive transfer would be a different fact. Bilawal Bhutto Zardari remains a name on this file, not an invented biography. The 2003 Geneva sentence remains contested court-class. It is not a unique 2024 household coefficient.
