Net harmfulFormula-derived score

The through-line is a succession after Castillo’s self-coup, then OHCHR-recorded excessive force against southern protesters, then a unanimous congressional vacancy. A living former ruler is scored on those instruments, not as an order-restored saint. The largest negative contribution to the formula-derived score is “Boluarte government declares a 30-day state of emergency as southern protests spread” (2022).

Editorial assessment (context, not the score)

The heaviest documented costs sit on protest lethal force and a 122–0 vacancy, not on a personality adjective.

First, succession. On 7 December 2022 Castillo attempted to dissolve Congress and was vacated. Boluarte was sworn the same afternoon (Reuters (opens in a new tab)).

Second, force. Protests demanding her resignation and new elections concentrated in the south. On 14 December she declared a 30-day emergency. OHCHR later deplored excessive use of force against protesters (OHCHR, May 2023 (opens in a new tab)). Quote OHCHR.

Third, vacancy. On 10 October 2025 Congress voted 122–0 to declare the presidency vacant (AP (opens in a new tab)). José Jerí was sworn. He remains unresolved.

Rolexgate is neighbouring scandal weather. A 2025 crime wave sat as the vacancy’s cited trigger. Neither is a unique later homicide coefficient from 7 December 2022. Confidence is high on the oath, the vacancy roll-call, and OHCHR language, and medium where death-count series diverge. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Dina Boluarte was president of Peru from 7 December 2022 to 10 October 2025. As of September 2026 she is a living former president. Pedro Castillo is named as an unresolved person candidate. This run does not mint a page for him.

She is not an order-restored saint. On 7 December 2022 Castillo announced the dissolution of Congress. Congress vacated him. She was sworn. Protests demanding her resignation and new elections spread, especially in the southern Andes. On 14 December the government declared a 30-day state of emergency. Ministers of education and culture resigned over the deaths.

OHCHR recorded excessive use of force in Ayacucho, Andahuaylas, Chincheros and Juliaca. Quote that finding. Health Ministry and press printed neighbouring death totals that do not match. This page does not invent a unique 49 or 60 as Contribution.size.

On 30 July 2024 the prosecutor’s office filed a complaint against the government for protest deaths. Later status shifted.

On 10 October 2025 Congress voted 122–0 to vacate her for permanent moral incapacity after a crime-and-unrest week, including a concert shooting. She did not appear. José Jerí was sworn. He remains unresolved.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A first woman in the sash is identity. Completing a constitutional succession after a self-coup is a dated procedure. It does not rebate OHCHR’s force finding.

Contributions and limits of responsibility

She took the oath. She declared the emergency. PNP and armed forces implemented. Sharing Castillo’s 7 December act as parent is not a reason to drop Juliaca. Sharing a Congress that later vacated her is not a reason to mint Jerí.

Causal chain through facts

7 December 2022 weakens capacity for peaceful transfer as a vacancy-succession. December 2022–January 2023 weakens civic space and strengthens boluarte-legitimacy-crisis. 10 October 2025 completes the vacancy. None hang on territorial-revisionism, ukraine-war, or Soviet-scope rows.

What the score does not say

This page does not promise an exact number. Direction is negative: OHCHR force findings and a 122–0 vacancy. Pedro Castillo, José Jerí, and Alberto Otárola remain names on this file, not invented biographies.
