Identity and office
Hassanal Bolkiah has been sultan of Brunei since 5 October 1967 and prime minister since 1984. He remains head of state, head of government, and Head of the official religion on 4 September 2026. Article 83(3) of the Constitution is the neighbourhood for Orders. Section 5 of the Syariah Penal Code saves his religious prerogative. He does not sit as every Syariah judge. Al-Muhtadee Billah is named as the 24 November 2025 successor. This run does not mint a page for him.
He is not stored on ukraine-war. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.
The penal-code file is official. S 69/2013 published the Syariah Penal Code Order. Chapter 275, revised 2024, prints commencement on 1 May 2014 for specified parts and on 3 April 2019 for Part 4 hudud chapters, excluding some listed sections. Human Rights Watch on 3 April 2019 recorded death by stoning for extramarital sex and anal sex, amputation for stealing, and whipping for lesbian sex, and named him as the person who should suspend those penalties. Reuters recorded a Prime Minister’s Office statement the previous Saturday that the law would be fully implemented from 3 April. BBC recorded his 3 April public address calling for stronger Islamic teachings without naming the new penalties.
The moratorium file is a speech, not a repeal. On 5 May 2019 he said a de facto death-penalty moratorium would cover the Syariah Penal Code and that the code’s “merit” would become clear. BBC recorded that Ramadan address. Chapter 275 remained. This page does not convert a pause into a unique later execution integer, and it does not treat the speech as a civic opening.
The dynasty file is dated. The 24 November 2025 Succession and Regency (Amendment) Proclamation, done at Istana Nurul Iman, declared him the lawful sultan and Al-Muhtadee Billah the lawful successor. On 4 June 2026 a televised cabinet created portfolios and appointed Abdul Malik minister in the Prime Minister’s Office and Abdul Mateen foreign minister. He kept prime minister, defence, and finance. Reuters recorded the broadcast as the first shake-up since 2022. Those sons are unresolved.
Documented benefits
The offsets that a commissioned-positive portrait would lead with are real only where dated. A 5 May 2019 moratorium speech is a pause. Oil-rent transfers and palace hospitality are neighbouring.
Contributions and limits of responsibility
He gazetted the Order. His government commenced it in phases. He spoke the moratorium and kept the code. He appointed the 2026 cabinet and kept the core ministries. Sharing application with Syariah judges is not a reason to drop 3 April 2019. It is a reason not to treat every later unnamed case as a personal stoning integer.
