Context

John Gomery is best understood through the office and institutional setting in which the record was made, rather than through reputation alone. Gomery chaired the Commission of Inquiry into Canada’s Sponsorship Program and Advertising Activities after the Auditor General raised serious concerns about administration of the program. Government of Canada Publications (opens in a new tab) provides the documentary anchor for that role. The commission’s fact-finding report identified political involvement, overcharging by communications agencies and actions designed to avoid federal rules and policies. This matters because formal authority determines what could reasonably be attributed to John Gomery and what remained in the hands of other officials, courts, parties, agencies or armed actors. Public inquiries do not substitute for criminal courts, but they can establish a detailed public record of institutional failure and recommend structural repair. A useful reading therefore starts with chronology, separates personal choices from structural constraints, and treats later political claims as claims unless they are supported by the cited record.
