Net harmfulFormula-derived score

The through-line is Ukraine’s flank: hybrid pressure, Transnistria risk, and energy coercion while the war runs — plus emergency governance that polarises at home. A living president is scored on those instruments, not as a Brussels saint. The largest negative contribution to the formula-derived score is “Moldova governs a wartime energy emergency after Gazprom pressure” (2022).

Editorial assessment (context, not the score)

The heaviest documented costs sit on ukraine-war flank energy and on emergency governance, not on a saint/traitor adjective.

First, 2022. After the invasion, Gazprom pressure and a European energy shock hit a small importer. She governed a state of emergency in energy. Households paid. She did not invent Gazprom’s terms.

Second, January 2025. Ukraine’s five-year transit contract expired on 31 December 2024. Transnistria lost Russian volumes. Right-bank Moldova bought dearer power. That is a second energy shock of the same war, not a reprint of 2022, and not a unique occupation of Tiraspol.

Offsets exist and are dated: 2022 EU candidate status, 2024 accession-talk neighbourhood, 2024 re-election. They do not rebate a tariff shock. Confidence is high on contemporaneous wires for the transit expiry, and medium where Russian interference files sit between Chișinău and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Maia Sandu is president of Moldova in a second term. Parliament still writes statutes. Transnistria is not her police precinct. Igor Dodon and Vlad Plahotniuc are unresolved. This run does not mint them.

The war is one driver. This page reuses ukraine-war for flank, hybrid, and energy-coercion facts. It does not mint a second war. It does not dump these events onto Soviet-scope media-freedom as a primary home.

In 2022, after 24 February, Moldova took Ukrainian refugees and took a Gazprom/energy shock. A state of emergency in energy is a completed instrument of wartime flank governance. Households paid. She is head of state of an importer. She did not invent the cutoff.

On 31 December 2024 Ukraine’s five-year gas-transit contract expired. Transnistria lost Russian volumes. Right-bank tariffs jumped in January 2025. Store that as a second energy shock of the same war. She does not police Tiraspol. She does govern the right bank that paid.

They are not a unique embezzlement conviction unless a docket names her. They are not a Moscow talking-point capture that converts a bashkan contest into occupation.

Vladimir Putin is the counterpart on hybrid and energy coercion.

Documented benefits

June 2022 EU candidate status, later accession-talk neighbourhood, 2024 re-election, and 2022 refugee protection are dated. The Commission and PAS share files. Sharing is not a reason to drop them, and it is not a reason to award them as a unique rebate of a tariff shock.

Contributions and limits of responsibility

She governed the emergencies. Gazprom and the expired transit contract originated next door. Tiraspol is not her police. Sharing a small-state energy file is not a reason to drop the row. It is a reason not to treat every later bill as a personal coefficient from 24 February 2022.

Causal chain through facts

The 2022 energy emergency and the January 2025 transit-expiry shock sit on ukraine-war as flank effects of the same war. She connects to that mechanism only through dated facts.

What the score does not say

This page does not promise an exact number. Direction on this chain can be negative where energy shocks dominate. A later genuine Transnistria settlement, a completed SOE judgment naming her, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Dodon and Plahotniuc remain names on this file, not invented biographies.
