AUKUS security pact and Australian nuclear-submarine plan

Australia, the United Kingdom and the United States created AUKUS in 2021 and later set an "optimal pathway" under which Australia plans to acquire conventionally armed, nuclear-powered submarines; official program material is published by the Australian government at Australian Submarine Agency. The most recent of its 3 recorded facts is “AUKUS optimal pathway submarine plan unveiled” (13 March 2023).

Australia, the United Kingdom and the United States created AUKUS in 2021 and later set an "optimal pathway" under which Australia plans to acquire conventionally armed, nuclear-powered submarines; official program material is published by the Australian government at Australian Submarine Agency (opens in a new tab). At stake is whether the pact can add credible Indo-Pacific deterrence without producing unsustainable costs, industrial bottlenecks or proliferation concerns.

Australian defence minister Richard Marles and foreign minister Penny Wong became leading Australian custodians of the program after the change of government. US Secretary of State Antony Blinken represented the Biden administration's alliance policy. The pact was announced on 15 September 2021, and the optimal pathway was unveiled in San Diego in March 2023.

The benefits are strategic rather than immediate household welfare: undersea endurance, interoperability and a stronger allied presence in the Indo-Pacific. The costs are real budget claims on Australian taxpayers, demands on US and UK shipyards, workforce shortages and long construction timelines. Australia's cancellation of its French submarine contract also imposed diplomatic costs; France briefly recalled its ambassadors from Canberra and Washington.

Leaders present AUKUS as a stabilizing deterrent, yet every major military buildup also raises the risk of arms-race dynamics and dependence on assumptions about future budgets. The pact is explicitly about nuclear propulsion rather than nuclear weapons, but that distinction does not remove safeguards concerns because highly enriched nuclear material and naval-reactor technology are sensitive. The strongest measure of success is therefore not announcement size but whether submarines, workforce, maintenance capacity and safeguards are delivered on schedule.

The pact was announced under Scott Morrison's Coalition government, when Peter Dutton was defence minister. The Government of the United Kingdom is a core institutional participant.

The critical milestones are US submarine transfers, expansion of Australian shipyard capacity, workforce training, the SSN-AUKUS design and construction schedule, and International Atomic Energy Agency safeguards arrangements. The strongest defence is that nuclear-powered submarines give Australia range and survivability needed for deterrence; the evidence-based risk is that the plan spans decades and depends on industrial capacity in all three countries remaining politically and financially durable.

No. The announced submarine plan is for conventionally armed, nuclear-powered submarines.

Why did France object?

Australia cancelled its previous French submarine arrangement as it switched to the AUKUS path.

Why does AUKUS matter to the UK?

Britain is a core technology and industrial partner, so shipbuilding capacity, defence spending and Indo-Pacific strategy are directly implicated.

When did AUKUS security pact and Australian nuclear-submarine plan start?

15 September 2021: AUKUS security pact announced.
