Editorial assessment (context, not the score)

The file after 2021 is not a civic saint and not a single climate footnote. The heaviest documented costs that are his are the Afghanistan withdrawal completed on 31 August 2021, Abbey Gate, an errant Kabul drone, a 2022 CPI peak stored as complex with ARP and global shocks, Title 42’s end, record southwest encounters he did not tally at CBP, an MPP wind-down, continued arms after 7 October without an IDF command, a student-loan plan the Court vacated, the Hur classified-documents file, a 2024 debate-then-withdrawal, a Hunter Biden pardon, an early federal lease pause, and a 2023 Afghanistan after-action. Those rest on proclamations, statutes, SIGAR, BLS, CBP year-tables, and wires. The live composite is formula output from those paths plus ARP, IIJA, CHIPS, a reused IRA, Paris, Jackson, PACT, Juneteenth, Respect for Marriage, Ukraine aid, Finland, Vilnius, a vaccine continuation, the Safer Communities Act, a Commerce fab award, and a peaceful 2025 transfer; this paragraph is not the score.

The offsets are also dated. Congress wrote several of the improving statutes. He signed. CBP, the Fed, and Israel share several of the cost files.

He does not sit as a CBO scorer and he does not write IDF orders. Confidence is high on enrolled laws, the Kabul dates, and the 2025 transfer, and medium where DHS, global commodity shocks, and later CPI series sit between a signature and a welfare indicator.

Expert analysis

An excerpt; the full analysis opens on request.

The power he actually held

Joe Biden was president of the United States from 20 January 2021 to 20 January 2025. Article II gives the veto, the signature on enrolled bills, and command of US forces. It does not make him author of a Senate roll-call, a CBP sector tally, an IDF campaign, or a CBO score. As of August 2026 he holds no executive office. Current whitehouse.gov is not this term.

What went wrong, and what is proven

The sharpest documented costs that are dated and named are the Afghanistan withdrawal completed 31 August 2021, a CinC decision announced in April whose end-state included Kabul’s fall on 15 August; Abbey Gate, 26 August 2021, an ISIS-K bombing he did not plant and a withdrawal timeline he owned; and an errant Kabul drone on 29 August that killed civilians. A 2023 White House after-action / SIGAR cluster recorded the intelligence miss; https://www.sigar.mil/ (opens in a new tab) is the inspector’s carrier.

June 2022 CPI is stored as complex: ARP is one named domestic pulse; energy, supply chains, and later war prices are global neighbours. He did not write a CBO score. Title 42 ended 11 May 2023. Record southwest encounters through FY2023 are a CBP table, not a presidential census; store complex. MPP wind-down 2021 is a completed Remain-in-Mexico halt he directed.

Israel–Gaza after 7 October 2023 is a completed US arms-and-aid line. He did not write the IDF campaign. Student-loan forgiveness vacated 30 June 2023 is a completed Court holding against an executive plan. The Hur classified-documents report is a completed special-counsel file. The 27 June 2024 debate and 21 July withdrawal are a completed political-capacity cluster. The Hunter Biden pardon, 1 December 2024 is a completed clemency instrument.

What improved, and how far

ARP, signed 11 March 2021 is Public Law 117-2 (https://www.congress.gov/bill/117th-congress/house-bill/1319 (opens in a new tab)): Congress passed; he signed. IIJA, 15 November 2021 is H.R. 3684. CHIPS, 9 August 2022 is H.R. 4346. Paris rejoin, 20 January 2021 is an executive instrument. Ketanji Brown Jackson, confirmed 7 April 2022 is a nomination he made and a Senate roll-call he did not write. PACT Act, 10 August 2022, Juneteenth, 17 June 2021, Respect for Marriage, 13 December 2022, and the Bipartisan Safer Communities Act, 25 June 2022 are completed signatures. Ukraine’s first major 2022 supplemental is H.R. 7691. Finland’s NATO accession and Vilnius 2023 are alliance instruments. COVID vaccine continuation is a completed early-term strategy. The 20 January 2025 transfer is a completed peaceful rotation. FactCheck.org (https://www.factcheck.org/2025/10/bidens-final-numbers/ (opens in a new tab)) records end-of-term numbers without converting them into this page’s score.

Shared responsibility, and what the score does not say

The score does not say that every CBP encounter is a presidential order. It does not say that an IRA signature rebates Abbey Gate. Confidence is high on enrolled laws and Kabul dates, and medium where DHS, the Fed, and later CPI series sit between a signature and a welfare indicator.

Related people are Harris, Trump, Vance, Pelosi, Zelenskyy, Putin, von der Leyen, Macron, Netanyahu, Xi, Modi, Guterres, Rutte, and Starmer.

Official carriers include Congress.gov, the Biden White House archive, SIGAR, CBP, the Senate, NATO, State, and DHS.

A president is powerful enough to own those signatures and that withdrawal. He is not powerful enough to be the unique author of a CBP table or of an IDF campaign, and the dossier keeps that line visible. Keep 31 August 2021 off 16 August 2022. Keep a Senate roll-call off a nomination. If those distinctions feel pedantic, they are the alternative to a campaign film and the alternative to a cartoon.

As of August 2026 he is a private citizen. That fact does not unwrite ARP or Abbey Gate. It also does not convert a 2025 transfer into a licence to load every later Trump statute onto this page. Keep 20 January 2025 as a completed rotation. Keep Congress on every statute he signed.
