Net harmfulFormula-derived score

The through-line is a captured 2020 vote, a street crackdown, the 2021 Ryanair diversion to seize a journalist, and the loan of Belarusian territory, Wagner fighters, and nuclear cover to Russia’s war against Ukraine. A living ruler is scored on those instruments, not as a mild Union State clerk. The largest negative contribution to the formula-derived score is “Constitutional referendum drops neutrality and opens nuclear hosting” (2022).

Editorial assessment (context, not the score)

The heaviest documented costs sit on two clusters, not on a personality adjective.

First, civic closure after 9 August 2020. The Central Commission’s resolution of 14 August 2020 declared him elected with 4,661,075 votes, 80.1 percent. ODIHR could not observe because Minsk did not issue a timely invitation. The Interior Ministry then reported mass detentions; ODIHR on 19 August recorded arbitrary arrests and alleged torture. On 23 May 2021 Belarusian authorities diverted Ryanair FR4978 to Minsk and arrested Raman Pratasevich. ICAO later found an act of unlawful interference and an infraction of the Chicago Convention. Those are completed instruments.

Second, facilitation of one war against Ukraine. Russian forces used Belarusian territory as a northern axis on 24 February 2022. On 27 February, at a polling station during his constitutional referendum, he confirmed missile launches from Belarus and described them as a “forced step.” The same day’s referendum dropped constitutional neutrality and opened nuclear hosting. In June 2023 he brokered Wagner’s relocation onto Belarusian soil after Prigozhin’s mutiny.

Vladimir Putin ordered the war. This page does not rewrite him. It stores Lukashenko’s own confirmations, hosting, and cover. Confidence is high on CEC texts, ICAO, BelTA confirmations, and Reuters/AP contemporaneous records, and medium where the general staff and later identification of the dead sit between a launch and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Alexander Lukashenko has been president of Belarus since 20 July 1994. The constitution, as rewritten in 1996 and again on 27 February 2022, makes him head of state and commander-in-chief. It does not make him the author of an ICAO Assembly resolution or of a Ukrainian general-staff order. It does make him the person who can certify an election, order a fighter into the path of a civilian airliner, open the border to a neighbouring army, and accept nuclear weapons onto his soil.

The 2020 vote is the civic hinge. On 9 August 2020 Belarus held a presidential election. On 14 August the Central Commission adopted resolution No. 136: 4,661,075 votes, 80.1 percent, elections declared valid, Lukashenko declared elected (CEC resolution No. 136 (opens in a new tab)). ODIHR had already said it could not observe because the invitation was not timely, and on 10 August it recorded intimidation, detentions of observers, and disproportionate force (ODIHR, 10 August 2020 (opens in a new tab)). Sviatlana Tsikhanouskaya is named here as the principal opponent on that ballot. She has no Factrail page on this run.

The street answer was a crackdown. The Interior Ministry counted detentions in the thousands in the first nights; Reuters recorded the ministry’s own overnight tallies (Reuters, 13 August 2020 (opens in a new tab)). ODIHR on 19 August called for the release of those unlawfully detained and recorded alleged torture (ODIHR, 19 August 2020 (opens in a new tab)). The OSCE Moscow Mechanism rapporteur later found that the election did not meet basic requirements and that the violence was systematic (OSCE Moscow Mechanism, 5 November 2020 (opens in a new tab)). He is not every riot policeman. He is the incumbent who refused a new vote and kept the security command.

Ryanair FR4978 on 23 May 2021 is a completed diversion, not a metaphor. Belarusian ATC told the crew of a bomb that was not there, a MiG-29 was scrambled, the Boeing 737 landed in Minsk, and Raman Pratasevich was removed. ICAO’s fact-finding investigation and the Council found an act of unlawful interference and an infraction of the Chicago Convention (ICAO A41-WP/429 (opens in a new tab); Reuters, 23 May 2021 (opens in a new tab)). State media said he personally ordered the intercept. ICAO attributed the act to the government of Belarus. Pratasevich has no Factrail page on this run.

The war cluster is one driver. On 24 February 2022 Russian forces crossed from Belarus toward Kyiv. On 27 February, voting in his constitutional referendum, he confirmed that missiles had been launched from Belarusian territory the night of 23–24 February and called it a “forced step” (BelTA, 27 February 2022 (opens in a new tab)). The same referendum dropped neutrality and opened nuclear hosting. In June 2023 he brokered Wagner’s move onto Belarusian soil after Yevgeny Prigozhin’s mutiny (Reuters, 24 June 2023 (opens in a new tab)). In March 2023 he agreed to host Russian tactical nuclear weapons (AP, 25 March 2023 (opens in a new tab)). Territory, Wagner, and nuclear cover attach to the same Ukraine war, not to three competing “crises.”

Vladimir Putin is the counterpart who ordered that war. Volodymyr Zelenskyy is the counterpart whose territory was struck from the north. Alexei Navalny is named because the same regional prison logic sits next to this file; he is not minted here.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are thin on this chain. Union State energy transfers and the claim that “no Belarusian soldier is in Ukraine” are talking points, not measured welfare rebates of a captured vote or of a diverted airliner. A 1994 competitive first election is a different date and a different Fact; it is not this assignment. This page does not invent a social-policy halo to balance 2020.

Contributions and limits of responsibility

He signed, certified, or publicly confirmed the instruments on this page. The Central Commission, the Interior Ministry, air-traffic control, and the general staff executed. ICAO, ODIHR, and the UN did not. Sharing execution is not a reason to drop the row. It is a reason not to treat every later death in Bucha or every later Viasna count as a personal homicide coefficient from 9 August 2020.

Causal chain through facts

The 2020 vote and the 2022 referendum weaken electoral integrity. The crackdown and Ryanair weaken civic space. Wagner also sits on private-military-formation activity. Nuclear hosting also sits on missile-threat level, a neighbouring live mechanism, not a third name for the war. He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments close civic space and facilitate an interstate war. A later genuine election, a reversal of nuclear hosting, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Sviatlana Tsikhanouskaya, Yevgeny Prigozhin, and Alexei Navalny remain names on this file, not invented biographies.
