Russian forces use Belarusian territory as a launch axis against Ukraine

On 24 February 2022 Russian forces attacked Ukraine from several axes, including from Belarus toward Kyiv. In the causal graph this event strengthens Ukraine war (Crimea–Donbas–2022+), a driver that strengthens Global deaths from organized violence (UCDP) — a worsening welfare path.

On 24 February 2022 Russian forces attacked Ukraine from several axes, including from Belarus toward Kyiv. On 27 February, speaking at a polling station, Alexander Lukashenko confirmed that missiles had been launched from Belarusian territory the night of 23–24 February and called it a “forced step,” while denying that Belarusian soldiers were in Ukraine.

Context

Union State exercises had placed Russian units on Belarusian soil. The Belarusian president is commander-in-chief and host. He did not write the 24 February Kremlin address. He did confirm, on the record, launches from his territory. Vladimir Putin ordered the war.

The Russian invasion address is stored on the Putin dossier. The constitutional referendum is the same calendar day as the confirmation, stored separately.

The president of Belarus is head of state and commander-in-chief of the Armed Forces. He can issue decrees, sign statutes the National Assembly has passed, and represent the state abroad. He does not write OSCE commitments, ICAO Council decisions, UN General Assembly resolutions, or Ukrainian martial-law decrees.

Why it matters

The path is the Ukraine war: a completed northern axis and confirmed launches. Forced displacement and battle deaths are effects of that war, not a licence to mint a second war driver named displacement or proxy-war.

Who was responsible

He hosted the force and confirmed the launches. The Russian general staff fired the missiles. He did not write the Kremlin address.

What the sources establish

BelTA / Presidency of Belarus carries the official instrument or communique. Ukrainska Pravda records the same dated act independently.

Established: use of Belarusian territory for the 24 February 2022 attack and a 27 February confirmation by Lukashenko that missiles were launched from Belarus.

Not established: a unique first-hour death coefficient from Belarusian soil, or that Belarusian line units crossed as a declared belligerent army.

The Russian general staff fired the missiles. He did not write the Kremlin address.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Russian forces use Belarusian territory as a launch axis against Ukraine, not a later speech about Russian forces use Belarusian territory as a launch axis against Ukraine.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He hosted the force and confirmed the launches. He did not write the Kremlin address. That limit is the alternative to treating office-holding as authorship of every later series.
