Editorial assessment (context, not the score)

The chancellorship is not a clean European success story and not a cartoon of Russian capture. Those are official energy and foreign-policy files, not hindsight tweets.

The offsets are real. The 2015 minimum wage, Kurzarbeit in the pandemic, the 2020 recovery bargain, and a German climate statute are enacted. The 2015 migration opening and the March 2016 EU-Turkey statement are two different mechanisms and are recorded as such.

She did not write the Climate Law as Commission president and she did not command 2022 LNG terminals. Confidence is high on Bundestag energy statutes and on the Council recovery conclusions, and only medium where later war outcomes are read back onto 2015–2021 contracts.

Expert analysis

An excerpt; the full analysis opens on request.

The power she actually held

Angela Merkel was federal chancellor from 22 November 2005 to 8 December 2021. Richtlinienkompetenz is real. A personal pipeline and a personal Union regulation are not. The Bundestag wrote energy and labour statutes. The Bundesrat often had to agree. The ECB, the Commission, Gazprom’s contractors, and Land interior ministries sat on other seats.

That limit is the first fact about her power. The second is that sixteen years of agenda-setting still move welfare. A chancellor who reverses a nuclear life-extension, defends a second Baltic gas line, opens then tightens asylum, writes a climate act the court later finds too slow, and sponsors common EU debt is not a commentator. The live score has to read those instruments as they were enacted, not as campaign adjectives about “stability”.

What went wrong, and what is proven

The 2011 nuclear exit after Fukushima reversed her 2010 life-extension. Eight plants closed on a statutory calendar; the rest were dated to 2022. It is a completed energy statute of her second term. It weakened nuclear-energy deployment and raised the gas-and-coal share in the transition. That cost existed before 2022. War later priced it.

Nord Stream 2 was a chancellery-backed private pipeline that added a second dedicated Russian Baltic line. She called it commercial. Washington sanctioned. Certification later halted under Olaf Scholz. Construction years are still hers. Treating the pipe as a bribe would be invention. Treating it as unrelated to energy security would be the opposite error.

Greece’s third programme and the fiscal compact are euro-crisis instruments with social costs in the south. Treating “austerity” as a single German fact would be padding. Treating Schäuble’s finance ministry as unrelated would also be false. The schwarze Null later branded surplus budgets while public investment lagged. Hartz IV stayed the assistance floor for the whole chancellorship.

Dieselgate broke in 2015 while type-approval sat under her transport ministry. The scandal is corporate fraud; the slow German recall pace is a public oversight gap. The NSA/BND inquiry is an oversight record, not a conviction. BAMF Bremen is an irregular-grant finding, not a claim that every asylum file was false.

The 2015 border practice, the EU-Turkey statement, Asylum Package II, and the family-reunification suspension must be split. One season weakened restrictiveness. The later instruments externalised returns and delayed families. UNHCR and rights groups documented both directions. A slogan is not a statute; the border practice and the later packages are.

Minsk II did not hold. The Libya abstention is a completed Security Council act. The Ahr floods and the Kabul airlift are last-term administration records with shared Länder and allied authorship. The 2021 climate court order found her 2019 carbon budgets back-loaded.

What improved, and how far

The 2015 minimum wage is a completed labour statute, an SPD coalition condition she kept. Kurzarbeit preserved employment matches through the first COVID collapse. The Climate Action Act wrote sectoral carbon budgets into German law before the Union Climate Law; the court then forced a tightening she still signed. The 2014 EEG reform and the coal commission are slower climate instruments, not decorations.

With Macron she sponsored the July 2020 bargain that became the Recovery and Resilience Facility. Ursula von der Leyen later administered national plans. Without the French-German push the common-debt envelope is harder to imagine. Absorption is a later German and Commission problem.

Same-sex marriage passed after she allowed a free vote and voted no. The statute is real. Attributing it as her personal crusade would be false. Attributing it as unrelated to her chancellery would also be false. The board quota, Paris ratification, the Integration Act, and the vaccination start are completed civil, climate, labour-market, and public-health acts.

Shared responsibility, and what the score does not say

Schäuble, Seehofer, von der Leyen, Macron, Mario Draghi at the ECB, and Vladimir Putin as energy counterpart are not extras. A nuclear statute is a Bundestag act under a chancellor’s reversal. A pipeline permit sits under German and EU law. Union recovery is a Council bargain. Treating Merkel as sole author of 2022, or as a bystander on Nord Stream 2, would be the same error in opposite directions.

The score does not say she caused the invasion. It does not say Nord Stream 2 was a bribe. It does not convert “wir schaffen das” into a statute. It does not say the minimum wage cancelled Hartz IV. Confidence is high on energy laws, Council conclusions, and court orders, and only medium where later security outcomes are read onto 2011–2021 contracts, or where Länder sirens and allied calendars sit between the chancellery and a welfare indicator.
