Context
The 27 February 2022 constitution had already opened the legal door. Russia retains control; Minsk is the host. This page does not invent a launch order that is not in the sources.
The 2022 referendum is a neighbouring legal instrument. The 24 February 2022 northern axis is a neighbouring war instrument.
The president of Belarus is head of state and commander-in-chief of the Armed Forces. He can issue decrees, sign statutes the National Assembly has passed, and represent the state abroad. He does not write OSCE commitments, ICAO Council decisions, UN General Assembly resolutions, or Ukrainian martial-law decrees.
Why it matters
The path is mixed: Ukraine-war cover and missile-threat level. It is not a licence to mint a second Ukraine-war driver.
Who was responsible
Contribution type and responsibility level for each recorded actor — not sole-author shorthand.
Alexander Lukashenka

He agreed to host. Russia retains control of the weapons. This page does not invent a launch.

What the sources establish
Presidency of Russia / Presidency of Belarus (via AP contemporaneous record) carries the official instrument or communique. BBC News records the same dated act independently.
Established: a 25 March 2023 announcement that Russia would station tactical nuclear weapons in Belarus with Lukashenko’s agreement, independently reported the same weekend.
Not established: a unique warhead inventory, a dated first use, or that control passed from Moscow to Minsk.
Russia retains control of the weapons. This page does not invent a launch.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Belarus agrees to host Russian tactical nuclear weapons, not a later speech about Belarus agrees to host Russian tactical nuclear weapons.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He agreed to host. Russia retains control of the weapons. This page does not invent a launch. That limit is the alternative to treating office-holding as authorship of every later series.
