On 27 February 2022 Belarus held a constitutional referendum. Official results declared the package adopted. The amendments removed the constitutional aim of neutrality, allowed the stationing of foreign (nuclear) weapons, and reset presidential term limits.
Context
The president initiated and campaigned for the package. The Central Commission tabulated. Voters marked ballots under the same security vertical that had crushed 2020. He did not write the Russian invasion address of 24 February. He did write, and then certify, a constitution that made the northern axis and later nuclear hosting easier to legalise.
Missile launches from Belarus are a neighbouring 24–27 February instrument stored on their own row.
The president of Belarus is head of state and commander-in-chief of the Armed Forces. He can issue decrees, sign statutes the National Assembly has passed, and represent the state abroad. He does not write OSCE commitments, ICAO Council decisions, UN General Assembly resolutions, or Ukrainian martial-law decrees.
Why it matters
The path is mixed: electoral integrity (a managed referendum) and war cover (neutrality dropped, nuclear hosting opened) on the same date.

What the sources establish
Central Commission of Belarus carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 27 February 2022 constitutional referendum, officially declared adopted, contemporaneously reported as removing neutrality and opening nuclear weapons on Belarusian territory.
Not established: a unique turnout proof from every precinct, or that the text transferred command of Russian nuclear weapons to Minsk.
The Central Commission tabulated. The Russian general staff did not write the Belarusian constitution.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Constitutional referendum drops neutrality and opens nuclear hosting, not a later speech about Constitutional referendum drops neutrality and opens nuclear hosting.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He initiated and certified the package. The Central Commission tabulated. That limit is the alternative to treating office-holding as authorship of every later series.
