On 19 January 2023 Dmitry Medvedev posted on Telegram that “the loss of a nuclear power in a conventional war can provoke the outbreak of a nuclear war” and that “nuclear powers do not lose major conflicts on which their fate depends.” The post ran ahead of a Ramstein-format meeting on further weapons for Ukraine.
Context
Eleven months into the full-scale invasion, Russian forces had failed to take Kyiv and were fighting a war of attrition. The deputy chair’s sentence converts a possible conventional setback into a nuclear threat against the defending state and its backers. He does not write NATO communiqués. He did write this post. CNN recorded it the same day.
The 27 September 2022 scenario is a neighbouring nuclear instrument. The 23 March 2023 Gorki remarks are a later one. Keep Medvedev writes that nuclear powers do not lose major wars and that conventional defeat can trigger nuclear war on 2023-01-19 separate from neighbouring Security Council recognition, September 2022 nuclear Telegram, January 2023 defeat-equals-nuclear, and March 2023 Gorki instruments.
The deputy chairman of the Security Council of the Russian Federation is a permanent member of that council. He can speak for the wartime vertical, post on his official Telegram channel, and appear at Gorki. He does not write presidential decrees, fire missiles, or author OHCHR civilian-casualty tallies.
Why it matters
The path is the Ukraine war: a completed public conversion of possible conventional defeat into a nuclear threat. It is not a finding that every later Ramstein pledge was authored in that post.

What the sources establish
Office of the Deputy Chairman of the Security Council of the Russian Federation carries the official instrument or communique. CNN records the same dated act independently.
Established: a 19 January 2023 Telegram post stating that nuclear powers do not lose major wars and that conventional defeat can provoke nuclear war, independently recorded the same day.
Not established: a unique first-use coefficient, or that the post is a completed launch order.
The president holds the arsenal. CNN did not write the Telegram text.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Medvedev writes that nuclear powers do not lose major wars and that conventional defeat can trigger nuclear war, not a later speech about Medvedev writes that nuclear powers do not lose major wars and that conventional defeat can trigger nuclear war.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He posted the sentence. The president holds the arsenal. CNN did not write the Telegram text. That limit is the alternative to treating office-holding as authorship of every later series.
