Context

Partial mobilisation had been ordered on 21 September. So-called referendums were running in four occupied Ukrainian regions. Russian nuclear doctrine language about an existential threat was being stretched onto a war of choice. The deputy chair does not hold the nuclear briefcase. He did publish the scenario. Vladimir Putin remains the decision-maker on the arsenal.
