On 30 September 2022 President Putin signed ‘accession treaties’ and delivered a Kremlin ceremony claiming Donetsk, Luhansk, Kherson, and Zaporizhzhia oblasts as parts of Russia. None of the oblasts was fully occupied.
Context
The ceremony followed hastily staged ‘referendums’ under occupation. The UN General Assembly later rejected the annexations. Putin signed; proxy officials stood on the stage; the defence ministry still had to hold ground. He did not write the UNGA vote.
The 21 February proxy recognition and the 2014 Crimea file are different dates. Keep them separate.
The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.
Why it matters
The path is democratic-resilience and protection of minority rights: annexing occupied oblasts by ceremony is a completed attempt to erase a neighbour’s borders and to impose Russian law on people who did not freely vote.

What the sources establish
President of Russia carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 30 September 2022 Kremlin ceremony and signed ‘accession’ texts covering four oblasts not fully held.
Not established: UN recognition, a completed census of consent, or that every later village captured was this ceremony.
Occupation administrations staged the votes. The UNGA later rejected the claim.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Putin proclaims annexation of four partly occupied Ukrainian regions, not a later speech about Putin proclaims annexation of four partly occupied Ukrainian regions.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He signed the accession texts and spoke at the ceremony. The UNGA later rejected the claim. That limit is the alternative to treating office-holding as authorship of every later series.
