Context
Minsk agreements treated the oblasts as Ukrainian. Recognition converted a frozen conflict into a claimed interstate border. The Security Council session and later German halt of Nord Stream 2 certification cited this act. Putin signed the decrees; the Duma had petitioned; the foreign ministry notified. He did not write Scholz’s certification letter.
The 24 February invasion address is a different date. The 2014 Crimea annexation is a different date.
The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

What the sources establish
President of Russia carries the official instrument or communique. Reuters records the same dated act independently.
Established: signed 21 February 2022 recognition decrees and an order to send forces styled as peacekeepers.
Not established: that recognition created UN membership, or that every later missile in 2022 was this decree.
The Duma petitioned. The foreign ministry notified. Scholz still had to halt Nord Stream 2.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Putin recognises the Donetsk and Luhansk proxy republics, not a later speech about Putin recognises the Donetsk and Luhansk proxy republics.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He signed the recognition decrees. The Duma petitioned. The foreign ministry notified. Scholz still had to halt Nord Stream 2. That limit is the alternative to treating office-holding as authorship of every later series.
